Taiwan created the Industrial Technology Research Institute (ITRI) to help move the economy from labor-intensive manufacturing toward higher-value technology industries. ITRI became a bridge between government support, applied research, and private companies. This institutional base later fed people, know-how, and spin-offs into Hsinchu’s emerging electronics cluster.
Taiwan launched the Ten Major Construction Projects to strengthen highways, ports, airports, and power and industrial facilities. The program responded to economic pressures after the 1973 oil crisis and aimed to upgrade the country’s development base. Better infrastructure reduced bottlenecks for export industries and supported later high-tech industrial growth.
Within ITRI, Taiwan set up the Electronics Research and Service Organization (ERSO) as a dedicated unit to build electronics and integrated-circuit capabilities. ERSO’s job included developing technologies and transferring them to private firms for commercial use. This helped convert public R&D into an industrial pipeline that later supported firms locating in Hsinchu Science Park.
United Microelectronics Corporation (UMC) was created as a spin-off from ITRI, becoming one of Taiwan’s earliest semiconductor companies. This step showed how public R&D and trained engineers could be turned into private production capacity. The move also helped anchor semiconductor manufacturing around the Hsinchu area.
In HSP’s early years, the park used incentives such as tax holidays, financing support, and simplified administration to encourage companies to locate there. Park representatives also recruited overseas Taiwanese engineers and managers to return and start or join firms. These policies helped the park move from a planned site into a growing industrial community.
The government established Hsinchu Science Park (HSP) to attract technology firms and talent and to create a cluster like Silicon Valley. The park provided coordinated planning, infrastructure, and administration to reduce barriers for high-tech investment. This decision set the physical platform for Taiwan’s high-tech cluster development during 1980–2000.
UMC listed on the Taiwan Stock Exchange, making it a visible, investable semiconductor firm in Taiwan’s capital markets. Public listing supported expansion by widening access to funding and raising the industry’s profile. It also reinforced the idea that semiconductors could be a core, scalable business for Taiwan’s economy.
Taiwan Semiconductor Manufacturing Company (TSMC) was founded as a joint venture involving Taiwan’s government and Philips, with roots in semiconductor efforts at ITRI. TSMC focused on foundry manufacturing—making chips for other companies that design them—rather than selling its own branded chips. This model fit Hsinchu’s cluster approach by linking many suppliers and customers through shared manufacturing capability.
Realtek was founded in Hsinchu Science Park as a fabless semiconductor company, meaning it focuses on chip design while relying on outside factories for production. Companies like Realtek increased demand for foundry services and strengthened the cluster’s division of labor. This helped the Hsinchu ecosystem grow beyond manufacturing into a fuller supply chain of design and production.
Macronix was established in Hsinchu Science Park, adding another major semiconductor producer to the cluster. Its focus on non-volatile memory (a type of storage that keeps data without power) broadened the park’s product base. More specialized firms deepened supplier networks and increased the benefits of locating in the same place.
TSMC’s shares began trading on the Taiwan Stock Exchange, which supported fundraising for rapid capacity expansion. As the foundry model grew, access to capital became a key advantage for building advanced fabrication plants, which are extremely expensive. This reinforced Hsinchu’s role as the center of Taiwan’s semiconductor-led export growth in the 1990s.
By 2000, Hsinchu Science Park hosted hundreds of production companies and more than 100,000 employees, and reported a peak annual production value of NT$929.3 billion. This scale showed the payoff of clustering—firms could share suppliers, talent, and infrastructure, lowering costs and speeding up production. The park’s success also encouraged Taiwan to expand the science-park model to other regions.
