A military coup on May 16, 1961 brought Park Chung-hee and allied officers to power. The new rulers made economic development a central political goal and began building a stronger state role in directing investment. This set the stage for government-led support of large business groups that later became known as chaebol.
In June 1961, the government created the Economic Planning Board (EPB) to coordinate national economic strategy and manage development planning. The EPB became a key institution for channeling policy tools—such as credit and industrial priorities—toward targeted sectors. This planning framework helped steer resources toward firms selected to lead export growth.
South Korea’s first Five-Year Economic Development Plan (covering 1962–1966) formalized a shift toward industrialization and export growth. The plan emphasized building basic infrastructure and boosting production capacity. As exports rose, large firms that could scale quickly gained increasing policy support and influence.
In 1962, the government designated Ulsan as a special industrial development zone. The area became a focal point for major industrial projects, including large manufacturing complexes. This approach linked government planning with the rise of big business groups—especially firms that could deliver large-scale industrial output.
In the 1970s, the Heavy-Chemical Industry (HCI) Drive pushed South Korea beyond light manufacturing toward steel, chemicals, machinery, and other heavy industries. These projects required large capital spending and long time horizons, favoring big conglomerates that could manage complex supply chains. The policy expanded chaebol size and strengthened close ties between major firms, banks, and the state.
On December 31, 1980, South Korea enacted the Monopoly Regulation and Fair Trade Act (MRFTA). The law aimed to promote competition by limiting abuses of market power and “excessive concentration of economic power.” This was an important early legal foundation for later efforts to regulate chaebol behavior and market dominance.
In 1981, the Korea Fair Trade Commission (KFTC) was established within the EPB to enforce competition policy under the new MRFTA framework. The KFTC provided an institutional home for reviewing unfair business practices and monitoring economic concentration. Over time, this agency became central to chaebol regulation debates.
South Korea’s foreign-exchange reserves collapsed during the 1997 Asian financial crisis, forcing it to seek international assistance. On December 3, 1997, South Korea and the IMF signed a three-year Stand-By Arrangement as part of a larger international rescue package. The crisis exposed weaknesses linked to high corporate debt and tight links between banks and chaebol.
In 1998, the government pushed major chaebol to swap or consolidate overlapping businesses—an initiative widely called the “Big Deals.” A Financial Services Commission summary describes agreements requiring implementation plans and targets such as reducing debt-to-equity ratios and improving transparency. The policy aimed to cut excess capacity and force specialization after the crisis.
In 1999, Daewoo—one of the largest chaebol—collapsed and entered a long dissolution and corruption scandal period. Its failure showed that some highly leveraged conglomerates would not be rescued, even when politically influential. The episode strengthened public and policy demands for stronger accounting, governance, and creditor discipline.
By late 2000, South Korea announced it had repaid IMF loans early, marking a clear turning point from emergency stabilization to longer-term reform. Even after repayment, policy debates continued over how to reduce chaebol risk-taking while keeping firms globally competitive. The post-crisis period left a stronger emphasis on transparency, restructuring, and market discipline.
In the early 2000s, policy changes and incentives helped drive rapid growth in credit card use and consumer lending. Reporting later described how defaults surged and major issuers faced stress, turning attention from corporate debt alone to household financial vulnerability. The episode influenced financial oversight and added another layer to debates on how Korea should balance growth with systemic risk.
By the early 2000s, MRFTA enforcement increasingly focused on ownership and control structures, including rules related to holding-company arrangements and limits intended to curb concentration. The legal text shows continuing amendments, reflecting ongoing efforts to regulate how conglomerates organized subsidiaries and exercised control. These incremental changes marked a shift from crisis-driven restructuring to more routine competition-policy governance.
By 2005, South Korea had largely moved from state-directed expansion toward a more rules-based model combining competition regulation, creditor discipline, and corporate governance expectations. Chaebol remained central to exports and industrial capability, but operated under tighter scrutiny shaped by the 1997–2000 shock and subsequent legal and institutional reforms. This period closes the 1960s–2005 arc with a clearer long-term outcome: chaebol growth continued, but with stronger regulatory tools and a lasting reform agenda.
