After running down foreign reserves defending its currency, Thailand let the baht float (its value set by markets). Thailand requested IMF support and committed to a stabilization program that combined tight monetary policy, fiscal measures, and major financial-sector reforms. The IMF Executive Board approved a 34-month Stand-By Arrangement in August 1997, with an initial disbursement soon after approval. The agreement became a model (and a point of controversy) for crisis-era conditional lending in the region.
As the crisis spread, Indonesia also sought IMF assistance tied to macroeconomic stabilization and structural reforms. The IMF approved a stand-by credit in early November 1997, allowing immediate access to part of the approved amount. The program reflected the view that restoring confidence required both liquidity support and changes to banking and corporate practices.
In late 1997, pressures reached South Korea, where short-term external financing dried up and the currency fell sharply. The IMF Executive Board approved a three-year Stand-By Arrangement on December 4, 1997, with a program that emphasized financial-sector restructuring and tighter monetary conditions to stabilize the won. It was paired with additional financing commitments from other international and bilateral sources.
Economic collapse and social unrest intensified in Indonesia during 1998, contributing to a major political turning point. President Suharto resigned on May 21, 1998 after nationwide protests amid deep recession and financial instability. The leadership change opened a new period of political reform that shaped how later economic reforms were debated and implemented.
Hong Kong faced heavy speculative pressure in August 1998, including tactics aimed at profiting from both currency stress and falling equity prices. The government used the Exchange Fund to buy major stocks for 10 trading days, and announced the end of the operation on August 28, 1998. The intervention was designed to protect the Linked Exchange Rate System and stabilize market functioning.
Malaysia chose a different recovery path from IMF programs by imposing capital controls and fixing the exchange rate. On September 1, 1998 it introduced wide-ranging restrictions on capital flows and pegged the ringgit at RM 3.8 per U.S. dollar. The policy aimed to reduce destabilizing capital flight and create space for domestic stabilization measures.
By 1999, several crisis-hit East Asian economies had moved from contraction toward recovery, helped by export growth, policy adjustments, and financial-sector restructuring. The faster-than-feared rebound influenced debates about crisis management, including how quickly to shift from emergency stabilization to growth support and social protection. It also set the stage for new regional cooperation efforts meant to reduce reliance on crisis-era ad hoc rescues.
Finance ministers from ASEAN countries plus China, Japan, and South Korea agreed to strengthen regional financial cooperation after the crisis. At their meeting in Chiang Mai in May 2000, they endorsed a framework that included expanding the ASEAN Swap Arrangement and creating a network of bilateral swap and repurchase facilities. The goal was to improve access to emergency foreign-currency liquidity during future shocks.
South Korea recovered quickly enough to repay its IMF obligations earlier than scheduled. In August 2001, it made its final payment, closing out the crisis-era borrowing and symbolically ending what many Koreans called the “IMF period.” The repayment reflected improved foreign exchange reserves and a return of market access, alongside ongoing corporate and financial restructuring.
Thailand completed early repayment of its remaining obligations from the 1997 Stand-By Arrangement on July 31, 2003. The IMF linked the early repayment to stronger macroeconomic performance and balance-of-payments improvement in the years after the crisis. The repayment marked a clear endpoint for Thailand’s crisis-era IMF financing relationship.
On July 21, 2005, Malaysia abolished the RM 3.80 per U.S. dollar peg and moved to a managed float against a basket of currencies. This decision closed a major chapter of crisis-era controls that began in September 1998, while still allowing active management to limit excessive volatility. By ending the peg, Malaysia signaled that it viewed its external position and domestic financial system as stronger than during the crisis years.
