Prussia adopted the Prussian Tariff (Customs Law) of 1818 to remove internal customs barriers across its scattered territories and replace them with a more unified system. This made trade inside Prussia easier while setting a common external tariff at Prussia’s borders. The reform became a practical model for wider German customs cooperation.
A small central German state, Schwarzburg-Sondershausen, joined Prussia’s customs system, showing that Prussia’s tariff framework could expand beyond Prussian territory. These early accessions mattered because they reduced “enclave” tolls—small internal borders that slowed trade. Step-by-step enlargement helped build momentum toward a broader customs union.
Several medium and small states formed the Central German Commercial Union as an alternative to Prussia-led customs arrangements. The coalition reflected political concerns that economic integration could become a path to Prussian control. However, it struggled to implement strong common measures, which limited its ability to compete.
Bavaria and Württemberg created the South German Customs Union to lower barriers between their territories and protect their fiscal interests. It also served as a counterweight to Prussia’s growing influence in customs policy. Competing customs blocs highlighted that economic integration was becoming a key tool in German politics.
Prussia and the Grand Duchy of Hesse (Hesse-Darmstadt) agreed to remove many internal customs barriers between them. The deal connected Prussia’s separated western and eastern territories more effectively and extended Prussian influence south of the Main River. This union became a major stepping stone toward an all-German customs union.
Prussia and Hesse-Darmstadt agreed with Bavaria and Württemberg to merge their customs arrangements. This treaty reduced tariff barriers across a larger part of Germany and created a more workable path to a single customs zone. The agreement set the stage for the Zollverein to begin operating the next year.

Some northwestern states—especially Hanover—formed the Steuerverein (Tax Union) instead of joining the Prussian-led Zollverein at first. This kept parts of northern Germany outside the main customs bloc and showed that trade policy remained tied to sovereignty concerns. Over time, economic incentives and isolation pressures made this rival arrangement hard to sustain.
The Leipzig–Dresden line opened as the first long-distance railway in Germany and a key early example of modern transport infrastructure. Railways reduced shipping time and costs compared with roads and river routes, making a large internal market more valuable. The Zollverein’s widening free-trade space and growing rail network reinforced each other by expanding both demand and supply connections.
The Cologne–Minden Railway Company finished a trunk route from the Rhineland through the Ruhr region toward northern and eastern Germany. This strengthened long-distance links between coal, iron, and manufacturing zones and major consumer markets. Improved transport capacity supported industrial scale-up, especially in Prussia’s western provinces.
Hanover joined the Zollverein after negotiating favorable terms, and Oldenburg followed, effectively ending the separate Steuerverein. This reduced fragmentation in northern Germany and expanded the Zollverein’s reach. The shift showed how market access and revenue-sharing could outweigh earlier political resistance.
Prussia’s victory over Austria in the Seven Weeks’ War (Austro-Prussian War) led to the Peace of Prague, which confirmed the end of the German Confederation. This removed Austria’s leading role in German federal politics and cleared space for a Prussian-led political order. The outcome reinforced the link between economic leadership (via customs union) and political power.
In 1867, northern German states formed the North German Confederation, with Prussia in a dominant position. It created stronger federal institutions than the old German Confederation and served as a direct predecessor to later German unification. Political consolidation in the north made it easier to align economic rules and industrial policy across a large territory.
Prussia (for the North German Confederation) and key South German states agreed to continue the Zollverein under updated terms. The treaty helped keep North–South economic integration in place even though political unification was not yet complete. It also set up institutions that connected customs policy to representative politics.
Elections in early 1868 selected South German members for the Zollparlament, which combined representatives from the North German Confederation with delegates from the southern Zollverein states. The body reflected a growing idea: major economic rules—tariffs, trade terms, and revenue sharing—benefited from broader parliamentary discussion. Even when members resisted political unification, the institution tied economic integration to national-level governance.
After the Franco-Prussian War, the German Empire was proclaimed on 18 January 1871, bringing most German states into a single national framework. This political unification built on earlier economic integration: the Zollverein had already created a large internal market and common tariff practices. The new empire could now coordinate industrial growth, infrastructure, and trade policy more directly across a unified state.
