The gains were especially strong in sectors boosted by pandemic conditions, including technology and healthcare.
COVID-19 vaccines began to be distributed in many countries, supporting reopening and economic recovery in some places. However, vaccine access differed widely across regions, contributing to uneven health and economic outcomes. Oxfam’s report The Inequality Virus argued that the pandemic intensified existing inequalities. It reported that billionaire wealth increased by about $3.9 trillion between March 18 and December 31, 2020, while many people faced job losses and rising poverty risks. The report helped push “pandemic profiteering” into mainstream public debate.
The International Labour Organization (ILO) estimated that 2020 working-hour losses were equivalent to 255 million full-time jobs. It also estimated global labor income losses of about $3.7 trillion for 2020. These figures underscored that, while many asset owners recovered quickly, many workers faced prolonged income shocks.
Americans for Tax Fairness (ATF) and the Institute for Policy Studies (IPS) published updates tracking U.S. billionaire wealth changes during the pandemic using Forbes data. Their reports emphasized that U.S. billionaires’ combined wealth increased substantially from the early lockdown period, framing the changes as a key inequality outcome of the crisis. These trackers became common references in policy arguments over taxing extreme wealth.
Forbes’ 2021 World’s Billionaires list reported 2,755 billionaires worldwide with combined wealth of about $13.1 trillion. It described a large year-over-year increase in both the number of billionaires and total wealth, reflecting booming equity markets and strong performance in some industries during the pandemic period. This provided a widely cited snapshot of the wealth concentration trend.
ATF reported that, two years into the pandemic, U.S. billionaires were collectively about $1.7 trillion (around 57%) richer than on March 18, 2020, based on Forbes data. The report argued that much of the gain was tied to asset appreciation that is often not taxed unless assets are sold. This reinforced policy debates about whether tax systems treat wealth growth differently from wage income.
Forbes’ 2022 World’s Billionaires list counted 2,668 billionaires with combined wealth around $12.7 trillion, down from 2021’s peak. The dip reflected market declines and shocks linked to war, pandemic disruptions, and weaker stock performance in some regions. By the end of 2022, the surge in billionaire wealth during 2020–2021 had become a central example in debates over wealth taxes, capital gains taxation, and crisis-era economic policy. Reports from advocacy groups and major wealth rankings were repeatedly used to argue that economic systems can protect asset owners more than workers during shocks.
