By the end of 2021, the Panama and Paradise Papers had helped drive a lasting pattern: investigative reporting produced leads, governments responded with blacklists, beneficial-ownership reforms, and high-profile prosecutions and settlements. While offshore finance remained legal in many forms, the period ended with stronger expectations that hidden ownership and cross-border secrecy should be harder to maintain.
