As China’s economy shifted further toward markets in the early 1990s, new private opportunities and asset ownership expanded, but not evenly. By the mid-1990s, household wealth inequality was already substantial, creating a baseline for the inequality surge that followed during rapid growth.
Survey evidence from the China Household Income Project (CHIP) suggests that wealth inequality was already high by 1995 (wealth Gini about 0.42 in one compiled series). This matters because it shows inequality was not only a later “post-WTO” outcome; it was present before the biggest wave of restructuring and housing privatization.
In the late 1990s, state-owned enterprise (SOE) reform intensified, including privatization/closure of many smaller SOEs and restructuring of larger ones. This boosted productivity and private-sector expansion, but it also reduced the old “work unit” safety net for many urban workers—an important shift affecting household security and wealth building.
Housing-market reforms around 1998 helped move urban housing away from welfare allocation toward market purchase and ownership. This created a major new channel for wealth accumulation—especially as home prices later rose—while households without access to good urban housing gained less.
China became a World Trade Organization (WTO) member on December 11, 2001, tying its economy more tightly to global trade rules and markets. WTO entry supported fast export- and investment-led growth, but the gains did not reach all regions and households equally.
Compiled CHIP-based estimates indicate wealth inequality increased from the mid-1990s to the early 2000s (wealth Gini about 0.52 in 2002 in one series). This suggests that rapid growth and reform were accompanied by a stronger concentration of asset ownership.
China’s Property Law was adopted on March 16, 2007 and took effect on October 1, 2007. By giving clearer legal protection to private property rights, it reinforced the role of household assets—especially housing—in long-run wealth building and distribution.
By the early 2010s, survey research found very high wealth concentration. Using China Family Panel Studies (CFPS) data, one influential study estimated a wealth Gini of about 0.73 in 2012, and reported that the richest 1% owned more than one-third of household wealth—showing how strongly assets had concentrated during the rapid-growth period.
In late 2013, China promoted “precise/targeted poverty alleviation,” aiming to identify poor households and tailor support measures. The strategy mainly targeted extreme rural poverty, helping raise the bottom, but it did not automatically reverse wealth concentration driven by housing and financial assets.
A CFPS-based time series compiled in later research shows wealth inequality remaining very high through the 2010s (with a wealth Gini around the high-0.6 to low-0.7 range in multiple years). This indicates that after an earlier surge, inequality stayed elevated rather than quickly returning to earlier levels.
Research using CFPS data for 2012–2018 finds a rising household wealth Gini (reported as increasing from about 0.64 to about 0.73 in that study’s calculations). The study also shows rapid wealth growth at high percentiles, highlighting how asset appreciation and unequal saving/investment opportunities strengthened wealth gaps.
By 2020, China had become a major share of global household wealth, but domestic wealth distribution remained unequal. Analyses drawing on Credit Suisse’s wealth reporting and the World Inequality Database describe rising top shares alongside low wealth holdings for the lower half, reflecting persistent concentration even as overall prosperity rose.
On February 25, 2021, China’s leadership announced that the country had eliminated absolute poverty under its national standard. This was a major outcome of the 2010s policy focus on the bottom of the distribution, although wealth inequality can remain high even when extreme poverty falls.
