In mid-2014, the project that would become Tether started as Realcoin, aiming to issue U.S. dollar–pegged tokens on the Omni Layer (a token system built on top of Bitcoin). The goal was to move “dollar-like” value between crypto venues faster than traditional bank transfers. This idea set the template for how USDT would later function as market plumbing.
Realcoin rebranded to Tether and presented the token as a service that “tethers” digital tokens to fiat currencies. Around the same time, it announced partnerships including integration plans with the Bitfinex exchange. This early exchange linkage helped USDT become widely used for trading and for shifting liquidity across markets.
By early 2015, USDT began trading on major venues including Bitfinex. This made USDT practical as an exchange-to-exchange settlement tool: traders could move “dollars” on-chain rather than wait for bank wires. The listing accelerated USDT’s role as a liquidity bridge between crypto markets and nominal USD value.
Tether collaborated on ERC-20 USDT so the token could move on Ethereum, not just on Bitcoin/Omni. This broadened USDT’s reach into Ethereum-based exchanges and apps, improving transfer flexibility and increasing its usefulness as liquidity for trading pairs. Multi-chain availability became a key driver of USDT’s growth.
In November 2017, Tether reported that about $31 million worth of USDT was stolen from a treasury wallet. Tether responded by flagging the tokens and taking steps to prevent them from circulating through its systems. The incident highlighted operational risk in a system that was increasingly central to crypto market liquidity.
In December 2017, U.S. regulators took a step that signaled growing official scrutiny: the Commodity Futures Trading Commission (CFTC) issued subpoenas to Bitfinex and Tether related to questions about USDT’s backing. This intensified public debate about whether USDT was fully backed as claimed and how that might affect market liquidity.
In January 2018, Tether confirmed that its relationship with audit firm Friedman LLP had dissolved. The loss of a path toward a full independent audit increased uncertainty about Tether’s reserve claims. This mattered because USDT’s usefulness in trading depends heavily on confidence in its redeemability.
In early 2019, Tether’s messaging shifted from being strictly backed 1-to-1 by U.S. dollars toward being backed by broader “reserves” (which could include other assets). This change was important because it reframed what users should expect in a stress scenario: not necessarily cash dollars for every token. The wording change became a focal point in later regulatory actions and public controversy.
In 2019, USDT expanded again by launching on the TRON network using the TRC-20 standard. Lower fees and fast transfers helped USDT become a preferred settlement asset for many high-volume traders and exchanges. This strengthened USDT’s liquidity role by making it cheaper to move stable value on-chain.
On April 25, 2019, the New York Attorney General (NYAG) announced a court order against Bitfinex’s operator iFinex and Tether, alleging a cover-up connected to an apparent $850 million loss involving funds held by a payment processor. The NYAG said Tether reserves were used in transactions that were not properly disclosed. This escalated stablecoin oversight from industry debate to major legal action.
On February 23, 2021, Bitfinex and Tether reached a settlement with the NYAG, paying $18.5 million and agreeing to provide periodic reserve reports for a set period, without admitting wrongdoing. The settlement also required them to stop certain activity with New York residents. This outcome formalized transparency requirements and became a milestone in stablecoin regulation pressure.
In May 2021, Tether released a reserve breakdown dated March 31, 2021, giving the public its most detailed view yet of what backed USDT. The disclosure indicated large holdings categorized as cash and cash equivalents, including substantial commercial paper exposure. This was a turning point because it shifted the debate from “no information” to “what risks are inside the reserves.”
On October 15, 2021, the CFTC announced a settlement order requiring Tether entities to pay a $41 million civil monetary penalty. The CFTC said Tether made untrue or misleading statements about USDT being fully backed by U.S. dollars. This action underscored that stablecoin reserve claims can trigger U.S. enforcement even for offshore-structured issuers.
In October 2022, Tether announced it had reduced commercial paper holdings in its reserves to zero, replacing them with U.S. Treasury bills. The move addressed a central criticism of earlier disclosures: that reserve quality was hard to evaluate and might include riskier short-term debt. By shifting toward Treasuries, Tether aimed to strengthen confidence in USDT’s liquidity during market stress.
