Two days after Russia’s full-scale invasion, Ukrainian official accounts publicly posted wallet addresses for Bitcoin (BTC), Ethereum (ETH), and Tether (USDT) to receive global donations. This created a fast alternative funding channel while banks and payment rails faced wartime disruption. It also set the stage for crypto to become part of the conflict’s financial and sanctions story.
Ukraine’s official account announced an “airdrop” plan (free tokens sent to donor wallets) and set a snapshot time to identify eligible donors. The announcement drew attention because it would have been one of the first times a government used a typical crypto-marketing tactic in a wartime fundraising campaign. The idea quickly became controversial because it risked attracting profit-seeking donors rather than support-focused giving.
OFAC guidance emphasized that U.S. persons (including exchanges and wallet providers) are generally prohibited from transactions involving blocked persons, including in virtual currency. The guidance also highlighted restrictions involving key Russian sovereign entities (such as the Central Bank of Russia) in crypto-related transactions. This guidance mattered because it tied standard sanctions obligations directly to crypto rails used during the war.
Within roughly a day, Ukrainian officials canceled the planned airdrop and said they would focus on NFTs (non-fungible tokens, a type of blockchain collectible) instead. The change aimed to reduce perverse incentives and keep the fundraising message focused on support for Ukraine rather than short-term trading. It also showed how quickly crypto fundraising tactics could shift under public pressure.
Within weeks of the invasion, Ukrainian officials reported that crypto donations had climbed to around $100 million. These funds were used for both military and humanitarian needs, demonstrating that crypto could move value internationally at high speed during a crisis. The fundraising success also increased policy focus on how crypto might interact with sanctions and compliance.
President Volodymyr Zelenskyy signed the “On Virtual Assets” law, creating a legal framework for crypto activity in Ukraine. While the country was already using crypto for fundraising, the law aimed to bring the sector under clearer rules and oversight. The timing underscored how digital assets were becoming more central to Ukraine’s wartime economy and public finance efforts.
The U.S. Treasury’s Office of Foreign Assets Control (OFAC) sanctioned the cryptocurrency exchange Garantex under Russia-related sanctions authorities. The designation reflected growing U.S. concern that certain exchanges could support money laundering and sanctions evasion. It also signaled that crypto infrastructure could become a direct target of war-related economic pressure.
Ukraine launched UNITED24, a government-run fundraising platform to coordinate international support. The platform helped formalize wartime fundraising and complemented earlier crypto-address campaigns. This move reflected a shift from ad-hoc emergency collection toward more structured, state-managed donation channels.
Blockchain-analytics reporting described hundreds of millions of dollars in crypto donations connected to pro-Ukraine efforts, including substantial amounts routed to government-linked channels. This reporting helped quantify crypto’s wartime role beyond anecdotes and showed how transparent blockchains can support auditing and investigative research. It also provided a reference point for comparing pro-Ukraine and pro-Russia crypto fundraising.
Analytics reporting found that pro-Russian military fundraising groups had received significant crypto donations since the invasion, with Bitcoin commonly used. The findings suggested that crypto could also support private fundraising on the Russian side, including for groups tied to sanctioned actors. This strengthened arguments for tighter monitoring of exchanges and off-ramps where crypto is converted to fiat currency.
OFAC sanctioned multiple entities and individuals described as helping enable sanctions evasion through virtual-asset services and related fintech tools. The action explicitly framed “alternative payment mechanisms,” including virtual assets, as part of Russia’s adaptation to sanctions pressure. This marked a shift from general warnings to targeted designations tied to cross-border settlement and exchange services.
By 2024, the conflict’s crypto story had become less about emergency fundraising and more about enforcement: regulators increasingly focused on exchanges, payment intermediaries, and stablecoins used for cross-border value transfer. At the same time, ongoing donations and fundraising continued alongside expanding sanctions lists. The overall outcome was a more mature, compliance-driven view of Bitcoin and crypto as both a tool for rapid support and a channel requiring sustained sanctions vigilance.
