A startup led by Brock Pierce, Reeve Collins, and Craig Sellars promoted “Realcoin,” an early plan to issue blockchain tokens intended to track the value of the U.S. dollar. The idea targeted a major problem in crypto markets: price volatility that made day-to-day payments and trading difficult. This proposal set the stage for what later became Tether (USDT).
Realcoin officially rebranded as “Tether” and entered a private beta. Tether’s core promise was simple: create digital tokens representing government currencies so users could move value on blockchain rails while thinking in familiar units like dollars. This rebrand is a key origin point for USD-backed stablecoins as a category.
Early USDT used the Omni Layer, a protocol built on top of the Bitcoin blockchain, to issue and transfer tokens. Omni gave Tether a way to operate before smart-contract platforms like Ethereum were widely used for token issuance. This technical choice helped USDT spread across exchanges that already supported Bitcoin infrastructure.
Circle and the CENTRE consortium launched USDC, a USD-pegged stablecoin issued under a more U.S.-institution-oriented model than USDT. USDC’s launch signaled that USD-backed stablecoins were becoming mainstream “plumbing” for crypto trading, custody, and payments. It also increased competition around transparency, compliance, and reserve practices.
Bitfinex later reported that a payment processor (Crypto Capital) held up and ultimately lost access to a large amount of funds, contributing to a liquidity shortfall. This episode became important because of the financial ties between Bitfinex and Tether and how reserves were used and described. It also increased regulatory scrutiny of whether stablecoin reserves were safely held and transparently managed.
New York’s Attorney General began investigating Bitfinex and Tether, focusing on claims about reserves and disclosures tied to the firms’ financial relationship. The investigation highlighted a broader policy concern: stablecoins can grow quickly while operating across borders and outside traditional bank supervision. This marked a turning point where stablecoins became a sustained priority for major U.S. regulators.
During 2020, USDT’s circulating supply expanded rapidly as traders used stablecoins as a bridge between volatile cryptocurrencies and dollar-like holdings. Stablecoins became a default quote currency on many exchanges, especially where direct U.S. dollar banking was limited or unavailable. This growth helped make stablecoins central to crypto market structure, not a niche tool.
Bitfinex and Tether settled with the New York Attorney General, paying $18.5 million and agreeing to stop serving New York customers and provide ongoing reporting about reserves. The settlement explicitly challenged the claim that USDT was always fully backed by U.S. dollars and required more transparency about the composition of backing assets. This outcome shaped how markets and policymakers talked about “reserve quality” for USD-backed tokens.
Tether began publishing a high-level breakdown of the assets backing USDT, showing that reserves were not simply cash in bank accounts but included items such as commercial paper and other assets. This was a major shift from earlier, simpler public messaging about 1:1 cash backing. The disclosure fueled debate about what “USD-backed” should mean in practice and what risks users face during heavy redemptions.
The U.S. Commodity Futures Trading Commission (CFTC) ordered Tether to pay a $41 million civil penalty for untrue or misleading statements about USDT being fully backed by U.S. dollars, and ordered Bitfinex to pay $1.5 million related to illegal transactions and prior order violations. The CFTC found that, for a long period, Tether did not hold sufficient fiat reserves as represented. This enforcement action underscored that stablecoin reserve claims could be treated as a major U.S. market integrity issue.
The President’s Working Group on Financial Markets, joined by the FDIC and OCC, released recommendations warning that stablecoins could be vulnerable to destabilizing “runs” and could pose payment-system risks if they grow at scale. The report urged Congress to create a consistent federal framework, reflecting that stablecoins had moved from a crypto-only concern to a broader financial policy topic. This helped define stablecoins as a regulatory category, not just a product feature.
By the end of 2021, USD-backed stablecoins—led by USDT and joined by USDC—had become core infrastructure for crypto trading and cross-platform liquidity. At the same time, enforcement actions and official reports made reserve transparency and redemption risk central to market confidence. The period closed with a clear new reality: stablecoins were both widely used and firmly on the U.S. regulatory agenda.
