Alibaba’s payments arm was reorganized into Ant Financial Services Group in Hangzhou, setting the stage for consumer finance products built into Alipay’s massive user base. This corporate restructuring mattered because it separated a fast-growing financial business from Alibaba’s core e-commerce operations and helped Ant expand into lending, credit scoring, and wealth management.
Ant launched Huabei, a revolving consumer credit product that worked like a virtual credit card inside Alipay, especially for online shopping. By embedding credit directly into a high-frequency payments app, Ant lowered friction for borrowing and accelerated the use of short-term consumer credit at scale.
Ant introduced Sesame Credit (Zhima Credit), a credit-scoring service used to assess user trust and support lending decisions. This mattered because scoring based on platform data helped Ant expand credit access to people who had limited traditional bank credit histories.
Ant launched Jiebei, a consumer loan product in Alipay designed more like a cash loan than a shopping credit line. Together, Huabei and Jiebei expanded Ant’s consumer credit footprint by covering both everyday purchases and general borrowing needs.
During the mid-2010s, China’s online lending market expanded quickly, including peer-to-peer (P2P) platforms that connected retail investors with borrowers. This broader boom in “alternative finance” increased competition and experimentation in consumer and small-business lending, but it also raised concerns about weak risk controls and fraud.
Regulators issued interim measures for online lending “information intermediaries,” pushing platforms toward tighter controls such as using a commercial bank for custody/settlement functions. These rules signaled that authorities were moving from a permissive early phase toward a more formal regulatory framework for online lending activities.
High-profile platform failures and fraud cases helped turn public and regulatory attention sharply toward online lending risks. This shift mattered for the whole sector because it strengthened the case for stricter oversight of fast-growing credit models—especially those funded by retail investors.
By mid-2018, reported P2P outstanding loan balances reached roughly 1.3 trillion RMB, reflecting how large alternative lending had become in a short time. The peak was important because it set the backdrop for a sharp regulatory and market reversal that pushed credit activity away from loosely regulated platforms.
Regulators and local governments pushed a large-scale wind-down of P2P platforms, with shutdowns and “voluntary” exits becoming common. This cleanup reduced a major channel of lightly supervised credit and helped concentrate online consumer lending among larger, better-capitalized firms and regulated institutions.
Ant changed its corporate name to Ant Group, reflecting its position as a platform spanning payments, lending, wealth management, and other services. The rebranding mattered because it came as Ant’s consumer credit business had grown into a major revenue driver and was drawing increasing regulatory attention.
Chinese financial regulators held talks with Jack Ma and other Ant executives shortly before Ant’s planned dual listing. The timing was significant because it showed that regulators were concerned about how large platform-based lending was being funded and governed, just as Ant sought public-market expansion.
Regulators released draft measures to strengthen oversight of online microloan businesses, including tighter conditions for operating across provinces and requirements affecting funding and leverage. These proposed rules directly targeted the operating model used in much of China’s platform-based consumer lending and increased pressure on large players to hold more capital and operate more like regulated lenders.
Stock exchanges in Shanghai and Hong Kong suspended Ant’s IPO shortly before the planned listing date, citing changes in the fintech regulatory environment and related disclosure/listing concerns. The suspension marked a turning point: rapid expansion of online consumer credit would now face a much tougher regulatory reset, limiting the “grow first, regulate later” approach.
By late 2020, China’s policy direction had shifted toward bringing large platform lenders under rules closer to traditional financial institutions, especially around capital, leverage, and licensing. For Ant and the wider online credit market, this period effectively closed the 2014–2020 expansion chapter and opened a new phase focused on compliance and restructuring rather than rapid credit growth.
