Rulers continued to seek legitimacy through association with Enlil’s sanctuary, even as administrative and political structures changed. Ur III collapsed after compounding crises, including famine, conflict, and invasion. Ur was taken and destroyed by invading forces, and the last king, Ibbi-Sin, was captured—ending the dynasty’s centralized administrative system. The outcome reshaped how temple economies like Nippur’s Ekur were financed and governed, as new political powers took over the region.
As Ur III authority declined, Ishbi-Erra (a former official) built power around Isin and worked to secure key cities, including Nippur. Control of Nippur mattered because it was the spiritual center of Enlil’s cult, and holding the Ekur helped support claims to legitimate rule. This shift changed who directed temple land, storage, and redistribution in practice.
Late in Ur III, political and military pressures increased, and the centralized system became harder to sustain. Sources describe growing instability, with cities and officials shifting loyalties as the state struggled to respond to threats. This erosion weakened the administrative framework that had supported large-scale temple and state redistribution.
Ur III’s economy is often described as redistributive: institutions controlled major resources and issued rations (such as grain, beer, and wool) to many dependent workers. Temples were key institutional centers in this system, because “the gods’ estates” and royal administration were closely linked in practice. In Nippur, the Ekur’s landholdings and storage supported cult activity and helped feed personnel tied to temple work.
Ur III administrative tablets from Puzrish-Dagan show how animals were delivered and assigned for temple sacrifices, including contributions associated with Nippur’s leadership. Such records demonstrate the practical side of a temple economy: offerings required organized supply, and supply required accounting. The documentation reveals how religious obligations and economic redistribution reinforced one another.
Puzrish-Dagan (modern Drehem), located near Nippur, became a specialized administrative hub under Ur III, especially linked to the management of livestock for palace and temple use. Modern research emphasizes that the site functioned heavily as a center for documentation and accounting rather than simply as a physical animal “warehouse.” This nearby node helped connect Nippur’s religious center to broader state redistribution networks.
In the Ur III system, many workers depended on institutional rations rather than market wages. Administrative records commonly list grain (barley) issued to laborers and supervisors for tasks such as milling, transport, and other jobs tied to large institutions. This practice tied the temple’s agricultural output and granary storage directly to everyday livelihoods.
Under King Shulgi, Ur III’s central state organized a major taxation-and-redistribution program called the bala (“rotation”). Provinces took turns delivering goods to the center, which then supported royal and temple expenses and could reallocate supplies across the kingdom. For Nippur, this meant that temple needs and temple-linked distributions increasingly interacted with an empire-wide flow of goods.
Ur III institutional landholding was not a single undivided estate: tablets show different categories of fields with different purposes. Some lands were worked directly for the institution’s needs, some were assigned as compensation to administrators, and some were leased to farmers who owed a share of the harvest. This structure connected the Ekur’s landholdings to both labor organization and redistribution.

Early in the Third Dynasty of Ur (Ur III), King Ur-Namma rebuilt major parts of Nippur’s sacred district, including the Ekur (Temple of Enlil) and its monumental ziggurat platform. This construction helped reassert royal control and tied political legitimacy to the city where Enlil was worshiped as a chief god.
