Colbert was appointed Intendant of Finances, placing him in a central role over royal financial oversight. From this position he began tightening administration and planning policies to expand French manufacturing and trade. This appointment marks the practical start of his mercantilist program, even before he formally held the top finance title.
On this day Louis XIV ordered the arrest of Superintendent of Finances Nicolas Fouquet. The move cleared the path for Jean-Baptiste Colbert to become the king’s main financial administrator and to push a more state-directed commercial policy. Colbert’s reforms are often grouped under “Colbertism,” a French form of mercantilism focused on strengthening the state by steering trade and industry.
The crown chartered the French West India Company, granting it monopoly rights over parts of Atlantic commerce tied to French American and African possessions. The company was intended to channel colonial trade through French shipping and raise state revenue. It also connected commercial policy to empire-building, including the expansion of the Atlantic slave trade.
Louis XIV chartered a new joint-stock company for long-distance trade in the Indian Ocean and Asia. Planned under Colbert, it aimed to challenge Dutch and English dominance by mobilizing capital, ships, and state support. This linked French industrial policy (making export goods) with overseas market access.
A new nationwide customs tariff (“tarif” of 1664) was issued to standardize duties at France’s external borders and to protect domestic production. By making import duties a deliberate policy tool, the crown strengthened its ability to steer commerce toward French ports and French-made goods. This was a building block for later, more aggressive tariff moves.
Colbert formally took the role of Controller-General of Finances, the key ministerial position overseeing royal finances. With this authority he could more directly coordinate taxes, trade rules, and industrial encouragement (like privileges for “royal manufactures”). His strengthened position helped turn mercantilist ideas into enforceable policy across the kingdom.
After the 1664 tariff, France sharply raised duties again in 1667, aiming to block foreign manufactured imports and favor French industry. The policy contributed to a wider “tariff war,” especially with the Dutch Republic, which retaliated by raising duties and restricting imports from France. Economic pressure and strategic rivalry increasingly moved together in Louis XIV’s foreign policy.
The Criminal Ordinance of 1670 was registered and then took effect in early 1671, becoming part of Louis XIV’s broader “great ordinances.” While not a trade law, it shows the same governing style seen in Colbert’s commercial reforms: the monarchy codified rules to make administration more uniform and enforceable. This legal centralization supported a commercial system where the state set clearer rules and penalties.
War with the Dutch Republic and its allies began in 1672, turning commercial rivalry into open conflict. The fighting strained finances, disrupted shipping routes, and weakened state-backed trading companies that depended on stable sea lanes. These pressures exposed limits in the chartered-company approach and pushed the crown toward more direct control in the Atlantic.
The Ordonnance du Commerce (also called the “Code Savary”) was issued to unify key practices in domestic and long-distance trade. Drafted under Colbert’s direction with input from merchant Jacques Savary, it set clearer rules for merchants, partnerships, bills of exchange, and bankruptcy procedures. This made commerce easier to regulate and helped courts apply more consistent standards across France.
The French West India Company was dissolved and its privileges were reorganized, with the crown moving toward more direct management of Atlantic possessions and opening some trade to private merchants under fees and tax farms. This was a major turning point: it signaled that monopoly companies had not reliably delivered the expected growth and revenue under wartime conditions. The shift also reshaped how France financed and administered colonial commerce.
Louis XIV delegated the preparation of a legal statute for enslaved people in the French Caribbean to Colbert, beginning a drafting process that later produced the 1685 “Code Noir” ordinance. This links commercial policy to colonial labor systems: plantation production and Atlantic trade depended heavily on slavery, and the state sought to regulate it. Although finalized after Colbert’s death, the project began under his administration.
The “Great Ordinance of Marine” created a comprehensive legal framework for merchant shipping, maritime contracts, port regulation, and sea fisheries. By standardizing rules, it supported Colbert’s goal of a stronger merchant marine and more reliable trade logistics. It also shows how French commercial policy combined economic aims (more trade) with administrative tools (clearer, enforceable rules).
Colbert’s death ended the period when one minister tightly coordinated tariffs, manufacturing policy, chartered companies, and commercial law reforms. Many of his tools—protective tariffs, state-supported manufactures, and legal codification—continued to shape French policy, but war costs and changing politics altered priorities. His reforms left a lasting model of using the state to direct economic development and trade.
