The Spanish Crown created the Casa de la Contratación (House of Trade) in Seville to control and tax commerce with the Americas. The Crown established the Council of the Indies to oversee government in Spain’s American territories. Together with the Casa de la Contratación, it strengthened royal control over colonial trade rules, disputes, and administration. This tighter governance supported the growth of regulated Atlantic shipping and revenue collection.
The Consulado de Cargadores a Indias (a powerful merchants’ guild and court) was founded in Seville to organize long-distance traders and handle commercial disputes. It worked alongside the Casa de la Contratación and helped finance and coordinate shipping practices. This concentrated merchant power shaped how goods and silver moved through the imperial system.
Beginning in the 1560s, Spain organized Atlantic shipping into regular, protected convoys to reduce losses to piracy and rival navies. Two main fleets generally sailed each year: one linked Spain with Veracruz (New Spain) and another served Cartagena and Portobelo (Tierra Firme). The system aimed to move European goods outward and bring bullion and colonial products back under guard.
Under the mature convoy system, the New Spain fleet typically sailed in spring toward Veracruz, while the Tierra Firme (galleons) fleet sailed later in the year toward Cartagena and Portobelo. After wintering, both fleets commonly gathered at Havana and returned to Spain together under naval escort. This structure tied American mining and trade cycles to predictable European finance and taxation.
A major hurricane struck a treasure convoy in the Florida Straits, sinking multiple ships including the galleon Nuestra Señora de Atocha. The disaster showed that even guarded convoys faced serious environmental risk, not just enemy attack. Losses like these disrupted deliveries of silver and goods that Spanish state finances depended on.
Dutch forces under Piet Heyn captured a Spanish treasure fleet near Matanzas Bay, Cuba, in one of the most damaging successful interceptions of the convoy system. The seizure demonstrated that even escorted fleets could be vulnerable to well-planned attacks by rival maritime powers. It also highlighted how European wars could directly target the money flows of empire.
Spain formed the Armada de Barlovento (Windward Fleet) to help protect American waters and the shipping lanes used by treasure convoys. Its purpose was to counter growing pressure from privateers and enemy navies in the Caribbean. This added defense layer reflected the rising cost of keeping imperial commerce secure.
English forces under Robert Blake struck Spanish treasure shipping near the Azores in 1657, an example of repeated wartime pressure on the fleet system. Such attacks encouraged Spain to keep using convoys and strong escorts, even though this could slow trade and concentrate risk into fewer sailings. The event illustrates how imperial commerce and European conflict stayed tightly linked.
By the late 1600s, Cádiz was established as the principal port where Indies fleets arrived and unloaded, reflecting practical advantages over upriver Seville. This shift moved the center of Atlantic commerce toward the coast and reshaped merchant networks and port infrastructure. It also set the stage for the formal relocation of major trade institutions.
During the War of the Spanish Succession, an Anglo-Dutch fleet attacked a Franco-Spanish force at Vigo Bay after a convoy arrived from the Americas. The battle shows how major European wars threatened treasure shipments and could force Spain to reroute, delay, or heavily defend fleets. Disruptions affected both royal revenue and private commerce tied to the convoy system.
A combined treasure convoy sailing from Havana was wrecked by a hurricane along Florida’s east coast, destroying most of its ships. The loss came soon after a major European war and underscored how timing, weather, and concentrated cargo made the convoy system risky. It also helped create a long-term legacy of shipwreck salvage along Florida’s “Treasure Coast.”
Philip V ordered the Casa de la Contratación and the Consulado de Cargadores a Indias transferred from Seville to Cádiz. The move recognized Cádiz’s central role in Atlantic shipping and strengthened administrative control from the new hub. It marked a major institutional transition in how Spain managed imperial commerce.
In 1733, a Spanish “plate” (silver) fleet suffered heavy losses in a hurricane near Florida, including ships such as San José y Las Ánimas. Disasters like this occurred as Spain increasingly looked for more flexible shipping methods than large, scheduled convoys. The 1733 losses are often used to illustrate the vulnerabilities of the late treasure-fleet era.
By the 18th century, Spain changed policy to allow freer trade and more “unlimited” sailings, reducing the central role of the convoy-based fleet system. As individual registered voyages became more common, the old treasure-fleet model declined in importance. This shift marks the broader transition from tightly controlled convoy commerce to more flexible imperial shipping.
