In the 1100s, population growth and new land clearing increased farming output across the German lands of the Holy Roman Empire. Many villages were organized around manors, where landlords held courts and enforced local duties. This set the stage for long-term struggles over labor, rents, and peasant freedom.
From the 12th into the 13th century, eastward settlement (often called Ostsiedlung) moved people, farming methods, and legal customs into eastern parts of the Empire. New villages and towns were founded with defined land units and written privileges, while landlords sought dependable labor and dues from the countryside. These changes helped spread structured forms of rural lordship and obligations, though local conditions varied.
Between about 1220 and 1235, the Sachsenspiegel (“Saxon Mirror”) was compiled as a written record of customary law in parts of the Empire. By putting local legal expectations into text, it reflected and reinforced a social order in which rural people’s rights and duties were closely tied to land and lordship. Written law did not end disputes, but it shaped how landlords and peasants argued their cases.
Across much of the Empire, landlords drew income from several streams: demesne farming (the lord’s own land), labor services or rents from peasant holdings, and fees for using mills and other facilities. Manorial courts also mattered because they enforced local custom and penalties. Together, these institutions made peasants economically dependent while giving landlords daily power over village affairs.
From 1347 to 1351, the Black Death struck Europe, including the German lands, sharply reducing population. With fewer workers available, labor became more valuable in many places, and landlords faced pressure to adjust how they extracted income (for example, by changing the mix of labor services and payments). The long-term result was uneven: some regions saw more bargaining power for peasants, while others later moved toward tighter controls.
Between 1493 and 1517, a series of planned or localized uprisings in southwestern Germany became known as the Bundschuh movement. Complaints commonly included burdensome taxes, arbitrary justice, restrictions on hunting and fishing, and the pressures of serfdom. Although these episodes were put down, they showed that rural tensions were building before the larger revolt of the 1520s.
In the early 1500s, religious reform debates spread rapidly, encouraging ordinary people to question traditional authority. In many areas, peasants linked spiritual ideas about “God’s law” to practical demands for fairer rents, access to common lands, and relief from servile status. This helped turn older economic disputes into a wider political crisis.
On 16 February 1525, peasants associated with the Baltringer Haufen delivered a large set of written complaints to representatives of the Swabian League. Their demands focused on core manorial issues such as serfdom and the level of dues and rents. The move to written petitions made local grievances more portable and easier to coordinate across villages.
From 27 February to 1 March 1525, the Twelve Articles were drafted in Memmingen as a shared platform for peasant demands. The text combined religious language with concrete economic goals, including challenges to serfdom and complaints about burdens placed on village communities. Because it was quickly printed and circulated, it helped unify uprisings across different regions.
In 1524–1525, peasant bands and their allies attacked castles, monasteries, and some towns in parts of the Holy Roman Empire. The uprising drew energy from both economic pressures tied to manorial landlordism and the new religious arguments of the Reformation era. For a time, it seemed possible that rural and urban groups might form a broader challenge to the established order.
On 14–15 May 1525, princely forces defeated a major peasant army near Frankenhausen in Thuringia. The loss broke one of the revolt’s strongest military centers and was followed by harsh reprisals. The defeat also weakened hopes that peasant demands about serfdom and manorial burdens would be enforced by force.
After the revolt was defeated, authorities carried out punishments and tightened controls in many affected areas. According to contemporary summaries, the violence and reprisals discouraged further attempts to improve peasants’ conditions for years. In the short run, manorial landlordism and forms of serfdom remained central to rural life in much of the Empire.
On 25 September 1555, the Peace of Augsburg established a legal framework for coexistence between Lutheranism and Catholicism by tying public religion to territorial rulers. While mainly a religious settlement, it also reflected a broader shift toward stronger territorial government within the Holy Roman Empire. This strengthened the political position of many landlords and princes who controlled peasant obligations inside their territories.
By the later 1500s, the manorial system was no longer expanding in the same way everywhere, and its importance varied sharply by region. In western parts of Europe it had begun to decline earlier, while parts of central and eastern Europe maintained or strengthened landlord power over rural labor into the early modern period. In the Holy Roman Empire, this uneven outcome left a lasting patchwork of peasant status—from freer tenants in some areas to more bound rural populations in others.
