The encomienda granted Spaniards the right to collect tribute and labor from specific Indigenous communities, but it was not a formal grant of land. In practice, many encomenderos gained influence over surrounding lands, shaping patterns of local dominance similar to manorial lordship. This separation between rights over people and rights over land became a major tension in New Spain’s rural economy.
The Spanish capture of Tenochtitlan opened the way for new rules over land, tribute, and labor in central Mexico. Early colonial wealth depended heavily on controlling Indigenous communities’ tribute and work rather than on private landownership. This set the stage for manorial-style estates to form over the next century.
Spain created the Viceroyalty of New Spain to strengthen royal control over conquest territories and their revenues. A more stable government structure made it easier to regulate land grants, Indigenous tribute, and local courts. This administrative framework supported the growth of large estates and long-term landholding disputes.
The New Laws sought to curb severe abuses tied to the encomienda and to increase royal oversight. Over time, colonial officials promoted alternative labor arrangements that were more directly managed by the Crown. These changes helped move the economy toward wage labor and estate-based agriculture and ranching.
Colonial authorities promoted the resettlement of dispersed Indigenous populations into more centralized towns (often called congregaciones). Concentration made taxation, Christianization, and labor drafts easier to administer, but it also changed access to fields, water, and common lands. These disruptions frequently opened opportunities for nearby Spanish estates to claim or buy surrounding land.
In 1591, royal cédulas set rules for composiciones de tierras, a legal process to regularize land titles through review and fees. The policy aimed to clarify who held land legitimately, while also strengthening the Crown’s authority over “vacant” lands. In practice, these procedures could protect some Indigenous lands but also facilitated expansion of Spanish holdings when communities were displaced or could not defend claims effectively.
Under the repartimiento, Indigenous communities were required to supply rotating drafts of labor for Spanish farms, mines, and workshops for set periods. This system was presented as more regulated than encomienda, but it still relied on coercion and heavy burdens on communities. As estates expanded, the repartimiento became one tool that linked Indigenous towns to large landholdings.
By the 1600s, large landed estates—haciendas—expanded as agriculture and ranching became more profitable and more stable than early tribute-based extraction. Hacienda owners sought dependable labor through a mix of wage work, debt peonage, and ongoing ties to Indigenous communities. The hacienda thus became a key “manorial” unit in New Spain, combining land control with local economic and social authority.
The Bourbon dynasty’s rise in Spain led, over the 18th century, to reforms aimed at tightening imperial control and increasing revenue. In New Spain, stronger fiscal and administrative oversight affected rural estates through taxes, legal procedures, and local governance. These reforms changed how landholders negotiated with officials and with nearby communities.
By the early 1700s, Spain restricted the creation of new encomiendas, reflecting a long shift away from that early conquest institution. In New Spain, rural power increasingly centered on haciendas and other land-based holdings supported by varied labor arrangements and local legal processes. This marked a mature colonial “manorial” pattern: long-term estates, local authority networks, and persistent conflicts over community lands.
In 1767, Charles III ordered the expulsion of the Society of Jesus from Spanish territories. The Jesuits had accumulated significant land and economic influence through missions, schools, and managed properties, including in parts of New Spain. Their removal shifted control of lands and enterprises and became part of a broader effort to assert stronger royal authority.
In 1786, a major Bourbon reform introduced an intendancy system in New Spain, creating large districts run by intendants with broad powers. This aimed to improve tax collection and strengthen central control, affecting how estates were regulated and how local disputes were handled. The new structure changed the political environment in which haciendas and Indigenous towns negotiated land, labor, and obligations.
