By the 1100s, many English manors produced wool not just for household use but for sale. Lords (including monasteries) could turn sheep flocks into steady income, linking local manorial work to distant markets. This laid the foundation for large-scale exports to cloth-making regions in the Low Countries.
Cistercian monasteries became major sheep farmers, often managing large grazing units (granges) and organizing labor to raise and shear sheep efficiently. Their wool production shows how manorial-style estates could scale up for commercial sale. Monastic producers helped push English wool into international trade networks.
In 1275, the Crown received a regular customs duty on exports of major “staple” goods, especially wool, skins, and leather. This made wool exports a predictable source of royal revenue. It also encouraged closer oversight of how wool moved from manors to ports and overseas buyers.
Around 1280, the Florentine merchant Francesco Pegolotti compiled information on English monasteries known for high-quality wool. This kind of listing reflects a mature international market where foreign buyers compared sources and planned purchases in advance. It also shows how monastic and manorial producers were integrated into long-distance trade.
From 1294 to 1297, Edward I imposed the “maltolt,” a widely resented sharp increase in wool taxation during war with France. The episode highlights how dependent royal finances had become on the wool export stream. For producers and merchants, it raised costs and increased conflict over control of the trade.
In 1303, Edward I issued the Carta Mercatoria, granting protections and trading privileges to foreign merchants in exchange for new import taxes. This mattered for the wool economy because foreign merchant networks were important buyers and shippers for English exports. It also shows the Crown balancing revenue goals with the need to keep trade flowing.
From 1314, the English Crown required wool for export to be sold through designated staple markets. Centralizing sales made it easier to inspect wool, regulate merchants, and collect customs duties. This policy connected manorial producers to an increasingly organized export system controlled by authorized traders.
In 1319, the Merchants of the Staple received a royal charter, helping formalize a powerful group involved in wool exports and related goods. Their organization strengthened the Crown’s ability to tax and manage overseas sales. Over time, their interests shaped how wool moved from manors to continental markets.
In August 1347, after a long siege, England took Calais during the Hundred Years’ War. Control of Calais later mattered for wool because it provided a defensible crossing point close to Flemish cloth towns. It also gave the English Crown a place to concentrate trade and strengthen customs collection.
From 1348 to 1351, the Black Death sharply reduced England’s population, creating labor shortages and raising workers’ bargaining power. Many lords struggled to run large demesnes (the lord’s own farmland) using traditional labor services. Over time, pressures like these encouraged more leasing, wage labor, and shifts in land use that affected wool and sheep raising.
In October 1353, the Statute (Ordinance) of the Staple formally designated staple towns and aimed to standardize how staple goods were traded and taxed. It helped embed a system where wool exports were monitored at specific locations and under a specialized “law merchant.” For manorial wool, it reinforced a pipeline from local production to regulated export.
In 1363, Calais was designated the main staple for English wool exports. Concentrating the trade there supported tighter customs collection and strengthened the Merchants of the Staple’s role in exporting raw wool. For English manors, it meant more of their wool ultimately flowed through a single controlled gateway to continental buyers.
In 1351, the Statute of Labourers tried to hold wages down after the labor shortages created by the plague. In 1381, the Peasants’ Revolt erupted, driven in part by economic pressures and unpopular taxation. These conflicts mattered to wool production because they reflected a manorial economy under strain, with labor rules and rents increasingly contested.
Across the 1400s, England increasingly exported woolen cloth rather than mainly exporting raw wool. This change reduced the centrality of the raw-wool staple system and increased the importance of domestic spinning, weaving, and finishing. For manors, it meant that wool production was now tied more closely to English manufacturing and merchant networks at home.
By the later 1400s, recorded raw wool exports were far below earlier peaks, reflecting a long-term shift toward exporting cloth instead. This reduced the international role of raw manorial wool as a stand-alone export commodity. The international wool trade did not disappear, but it increasingly ran through cloth markets and manufacturing choices inside England.
