On 1878-10-19, the Reichstag passed the Anti-Socialist Law, strongly backed by Chancellor Otto von Bismarck. The law restricted socialist organizations, meetings, and publications, aiming to weaken the growing Social Democratic movement. This “stick” approach formed the repressive side of Bismarck’s broader strategy toward the working class.
On 1881-11-17, Emperor Wilhelm I’s “Imperial Message” (drafted and promoted by Bismarck) called for laws to protect workers against sickness, accidents, disability, and old age. It framed social insurance as a way to strengthen loyalty to the state and reduce social conflict. This message became the political starting point for the major insurance laws that followed.
On 1883-05-31, the Reichstag approved the law “concerning the health insurance of workers,” a foundation of Bismarck’s social legislation. The measure created compulsory coverage for many industrial wage earners and organized benefits through regulated funds. It marked a shift from ad hoc relief toward a nationwide, rules-based insurance system.
On 1883-06-21, the sickness insurance law was published in the Reich law gazette, giving it formal legal force. The law required covered workers and employers to finance benefits through contributions, with workers typically paying a larger share. By making participation compulsory for defined groups, the state expanded protection beyond voluntary mutual-aid traditions.
On 1883-12-01, the workers’ sickness insurance law took effect. Insured workers gained access to medical care and cash support during short-term illness, reducing the risk that a temporary health problem would destroy a family’s income. This “first pillar” helped normalize the idea that the state could organize insurance for major life risks.
On 1884-07-06, the German Empire adopted an accident insurance law that created a dedicated system for workplace injuries. A key change was that compensation could be claimed through the new insurance institutions instead of relying mainly on suing the employer and proving fault. This built a second major branch of social insurance focused on industrial risk.
Following the 1884 law, employers in covered industries were required to form and run sector-based associations (Berufsgenossenschaften) to administer accident insurance. On 1889-05-24, the Reichstag passed legislation creating insurance against invalidity (long-term disability) and old age. The law aimed to address risks that sickness and accident insurance did not fully cover—especially permanent loss of earning ability and income in old age. It added a long-term social protection element to the earlier, more short-term programs.
On 1889-06-22, the old-age and disability insurance law was published in the Reichsgesetzblatt (Reich law gazette). Publication fixed the legal text and confirmed the program as the third major component of Bismarck’s social insurance package. Together with sickness and accident insurance, it helped define an early model of a welfare state built around compulsory social insurance.
On 1891-01-01, the old-age and disability insurance system began operating, turning the 1889 law into an active program with contributions and claims. This implementation mattered because it moved the policy from debate into everyday administration, affecting workers, employers, and state institutions.
