TANU adopted the Arusha Declaration to set Tanzania’s official development path of “socialism and self-reliance.” It became the guiding framework for a mixed economy in which the state would take control of key sectors while relying on peasant agriculture and public mobilization to drive development.
Within days of the Arusha Declaration, the government nationalized private commercial banks as part of shifting “major means of production and exchange” toward public control. This step expanded the state’s role in finance, shaping how investment and credit would be managed under ujamaa.
Tanzania issued its Second Five-Year Plan for 1969–1974, setting out a national approach to economic and social development under ujamaa-era planning. The plan reflected a governance style where markets continued to exist, but the state used plans and public institutions to direct priorities and resources.
In the early 1970s, Tanzania built new state-linked financial institutions to support industrial and rural development, including the Tanzania Investment Bank (1970) and Tanzania Rural Development Bank (1972). These institutions aimed to channel savings and public funds into sectors the government considered essential for national development.
The government launched Operation Vijiji to accelerate the move of rural households into planned “ujamaa villages.” Officials argued that concentrating people would make it easier to deliver services and organize communal production, but the program also increased state control over where people lived and farmed.
From 1973 to 1976, villagization broadened from earlier voluntary experiments into a large-scale relocation campaign, often involving coercion. This period is central to understanding Tanzania’s mixed economic management: the state intensified direct administration of rural life while trying to raise agricultural output and improve basic services.
Tanzania published its Third Development Plan (1976–1981), outlining targets and projects while acknowledging mounting economic pressures. The plan showed continued reliance on national planning and public institutions, even as external shocks and resource constraints made earlier goals harder to reach.
TANU (mainland) and the Afro-Shirazi Party (Zanzibar) merged to create Chama Cha Mapinduzi (CCM), strengthening the one-party system that organized politics during ujamaa. The new party structure helped coordinate national policy and implementation, but it also narrowed formal political competition over economic direction.
Uganda’s invasion of the Kagera Salient set off the Uganda–Tanzania War, forcing Tanzania to divert resources from development to defense. The conflict increased fiscal pressure and foreign-exchange needs, worsening challenges that already strained ujamaa-era planning and import-dependent sectors.
Tanzania’s military campaign concluded when its forces secured Uganda’s western border, ending the war period. Scholarly estimates place the direct cost to Tanzania in the hundreds of millions of dollars, a major shock that disrupted investment plans and added to broader economic decline.
Facing shortages of foreign exchange, inflation, and production problems, the government adopted the National Economic Survival Programme (NESP). The program aimed to boost export earnings, tightly prioritize imports, and address food shortages, signaling a shift toward emergency economic management within the ujamaa framework.
Tanzania’s negotiations with the IMF broke down, and a later standby arrangement included conditions the government viewed as inappropriate. Tanzania’s difficulty meeting the conditions limited access to funds, highlighting how external financing constraints were increasingly shaping domestic policy choices.
Julius Nyerere resigned as president and handed power to Ali Hassan Mwinyi, a major leadership transition after more than two decades. This change is widely treated as the political turning point that opened the way for a new reform direction beyond the 1967–1985 ujamaa policy period.
