Brazil created the National Bank for Economic Development (BNDE, later BNDES) to provide long-term public financing for infrastructure and industry. This institution became a key tool for state-led industrialization, including later import substitution policies (replacing imported goods with domestic production). Its lending helped the government steer investment toward priority sectors.
Law No. 2,004 created Petrobras and set a state monopoly over major oil activities, making energy policy a central part of Brazil’s state-led development model. Reliable domestic energy supply mattered for industrial expansion, and Petrobras became a major state-owned enterprise in that strategy. The model also reflected a broader push to build national industrial capacity through state institutions.
President Juscelino Kubitschek’s government pursued rapid industrial and infrastructure expansion through the Plano de Metas (“Targets Plan”), often summarized as “50 years of progress in 5.” The approach prioritized state planning and large investments, helping deepen import substitution by building domestic capacity in key sectors. It also increased foreign borrowing and added inflation pressures, creating vulnerabilities that would reappear later.
Brasília was inaugurated as Brazil’s new capital during the Kubitschek period. The project symbolized state-led modernization and required major public investment in construction, transport links, and new administrative capacity. It also showed how national development goals were pursued through large government-directed projects.
On March 31–April 1, 1964, a coup removed President João Goulart and began a military dictatorship. The new regime kept a strong state role in economic planning while tightening political control and limiting labor power. This shift shaped how industrial policy would be implemented for the next two decades.
Under President Castelo Branco, the government introduced the PAEG (Programa de Ação Econômica do Governo) to stabilize inflation and restart growth after the early-1960s crisis. The program combined planning with market mechanisms and institutional reforms, reflecting a “mixed” approach: strong state direction alongside private enterprise. This created the macroeconomic framework for faster industrial growth later in the regime.
BNDES created FINAME to finance machinery and equipment, helping Brazilian firms buy industrial capital goods. This supported import substitution by encouraging local production and modernization of industrial capacity. Over time, this kind of directed credit became a standard tool of Brazil’s state industrial policy.
The military government issued Institutional Act No. 5 (AI-5), sharply restricting civil liberties and increasing executive power. Although not an economic policy, it changed the political setting in which economic planning occurred by reducing open opposition and tightening control over unions and dissent. This consolidation of power coincided with the regime’s push for faster, state-guided growth.
The government instituted the First National Development Plan (I PND), setting a national investment agenda for 1972–1974. The plan emphasized infrastructure and strategic industries, aligning public investment and credit with industrial policy goals. It reflected the state’s role in coordinating long-term growth during the high-growth years of the dictatorship.
After the first global oil shock, the Geisel government launched the Second National Development Plan (II PND) to reduce external dependence and expand domestic capacity in basic inputs and capital goods. The plan pushed import substitution into “heavy” sectors such as energy, petrochemicals, and industrial materials, increasing the role of state enterprises and public finance. This strategy aimed to keep growth going, but it also relied heavily on external borrowing.
Brazil signed a major nuclear cooperation agreement with West Germany as part of an effort to expand energy and advanced industrial capabilities. The deal fit the II PND-era push for large, technology-intensive state-led projects. It also drew international attention because it involved a wide transfer of nuclear technology.
After the August 1982 Mexican crisis, international bank lending tightened sharply, and Brazil faced a severe external payments crisis. Brazil began discussions with the IMF in late 1982 and negotiated debt-related packages with private banks in 1983. The shift from abundant borrowing to constrained financing weakened the debt-funded model that had supported late-stage import substitution and state megaprojects.
On March 15, 1985, José Sarney assumed presidential powers as Brazil returned to civilian leadership, marking the end of 21 years of military rule. The transition occurred after Tancredo Neves was elected indirectly but became too ill to take office. Politically, this closing of the dictatorship era also marked the end of the long cycle in which state-led import substitution was the dominant national development strategy.
