In March 1944, the Conseil national de la Résistance (CNR) set out a goal for a “complete” social security plan after Liberation. This political commitment helped legitimize major postwar reforms to protect people against key social risks. It is often treated as the starting point for the modern French welfare state project.
In October 1945, the Provisional Government issued key ordinances that created the Sécurité sociale and set its basic organization. The system aimed to unify and expand protection for risks such as illness, maternity, work accidents, old age, and family responsibilities. This anchored a mixed-economy approach: broad public rules and institutions, but financing largely through payroll-based social contributions.
A May 1946 law stated the principle that Social Security should be generalized to the whole population. In practice, France still kept a mix of coverage routes (general scheme, special schemes, mutual insurance), but the direction was toward wider inclusion. This policy goal shaped later expansions and reforms.
In March 1947, unions and employer organizations created AGIRC, a complementary pension system for executives (“cadres”). It reinforced a two-tier pension model: a public base pension plus negotiated occupational supplements. This arrangement became an important feature of French welfare design, combining statutory protection with collectively managed institutions.
In February 1950, France created the SMIG (salaire minimum interprofessionnel garanti), the country’s first minimum wage. It was designed to protect low-paid workers and was indexed to inflation. This measure supported the welfare state by setting a labor-market floor alongside social benefits.
In 1956, France introduced the “minimum vieillesse,” a minimum-income guarantee for older people, supported through national solidarity financing. It aimed to ensure that elderly residents had at least a basic level of resources even when contributory pensions were very low. This marked a shift toward stronger anti-poverty protection inside the welfare state.
In December 1958, an ordinance reformed hospital legislation, updating how hospitals were organized and regulated. This helped align health-care delivery with the expanding role of health insurance and modern medical standards. Stronger hospital capacity became essential as welfare-state health protections grew.
At the end of 1958, France established a national unemployment insurance system, managed through Unédic and local benefit offices (Assedic). This added a new “risk” to postwar social protection by supporting workers who lost their jobs. It also showed a distinctive French model: public oversight combined with social-partner (union/employer) management.
In August 1967, the “Jeanneney” ordinances reorganized the general Social Security system by separating it into major national funds (health insurance, family benefits, old-age insurance, and collections). The reform aimed to improve management and financial control as costs rose. It was a major turning point from the post-1945 founding phase toward a more administratively structured welfare state.
In December 1967, the Neuwirth law authorized contraception, reversing parts of earlier restrictions. While not a classic “cash benefit,” it reshaped family life and women’s health, and later connected to Social Security policies (such as reimbursement). This broadened the welfare state’s role in health and family planning.
In January 1975, the Veil law authorized abortion (IVG) under specific legal conditions, framing it as a public health and rights issue. This reform followed earlier contraception changes and became a major social policy milestone. It also influenced how health services and coverage were organized for reproductive care.
On 30 June 1975, France adopted a major “orientation” law for people with disabilities, making social integration a national objective. The law created key benefits including the adult disability allowance (AAH) and support for children with disabilities. This expanded the welfare state beyond classic worker risks toward broader inclusion and equal access.
In 1988, France created the Revenu minimum d’insertion (RMI) to guarantee a minimum level of resources for low-income adults. It paired income support with an “insertion” approach—expectations and support aimed at returning people to work and social participation. This marked a strong anti-poverty pillar alongside insurance-based benefits.
In December 1990, France created the contribution sociale généralisée (CSG), a broad-based levy on earned income and many replacement incomes. It took effect for income received starting in February 1991, helping finance Social Security beyond traditional payroll contributions. This reform is widely seen as a closing point for the 1945–1990 period: it consolidated the welfare state while changing how it was funded.
