In July 1984, a new Labour government took office amid a major economic and fiscal crisis. Its leaders argued that long-standing controls and subsidies were no longer sustainable. This set the stage for rapid market-oriented reform that became known as “Rogernomics.”
On 1 October 1986, New Zealand introduced a broad consumption tax, the Goods and Services Tax (GST), at 10%. GST was paired with wider tax changes and became a central, long-lasting part of the new economic policy mix. Because it applies widely to purchases, GST also shaped debates about fairness and support for low-income households.
Key parts of the State-Owned Enterprises Act took effect on 1 April 1987, turning several government trading departments into state-owned enterprises (SOEs). SOEs were expected to operate like businesses, focusing on efficiency and profitability. This restructured public-sector employment and helped enable later privatizations and contracting-out.
The Labour Relations Act 1987 came into force on 1 August 1987, setting new rules for union registration and bargaining arrangements. It was part of a broader shift toward decentralizing wage-setting and changing how disputes and agreements were handled. These changes set up later, more sweeping labour-market reforms in the 1990s.
The State Sector Act 1988 came into force on 1 April 1988 and changed how government departments were managed. It strengthened “managerial” accountability by making departmental chief executives key employers with clearer performance expectations. This reform mattered for labour policy because it altered bargaining structures and employment management in the state sector.
The Public Finance Act 1989 formalized major public-management changes, including accrual accounting (recording costs when they are incurred, not only when cash is paid). It also supported “output” budgeting, tying funding more closely to services delivered rather than detailed input controls. These changes affected social policy by reshaping how programmes were costed, monitored, and justified.
The Reserve Bank of New Zealand Act 1989 received assent on 20 December 1989 and came into force on 1 February 1990. It established price stability as the central bank’s primary focus, strengthening “tight monetary policy” as a key tool against inflation. This monetary-policy shift influenced employment and welfare debates by prioritizing low inflation even during economic adjustment.
A new National government moved quickly to reduce benefit rates and change entitlements. Cuts were implemented on 1 April 1991 through the Social Security Amendment Act 1991, reshaping the income-support system and tightening support for many recipients. This became a central turning point in New Zealand’s welfare policy during the neoliberal era.
The Employment Contracts Act regime began on 15 May 1991, moving employment bargaining away from national awards toward enterprise and individual contracting. It removed compulsory unionism and reduced unions’ formal role in negotiations. This was one of the most consequential labour-law shifts of the period, with long-term effects on union membership and bargaining coverage.
The Employment Services and Income Support (Integrated Administration) Act 1998 came into force on 1 October 1998. It supported integrating employment services with income support, aiming to manage unemployment through stronger links between job placement and benefits. This administrative change paved the way for more direct “work-focused” welfare obligations.
On 1 October 1998, the “Community Wage” was implemented for unemployed job seekers. The policy reframed unemployment assistance as a payment tied to obligations, such as actively seeking work and participating in approved activities. It marked a shift toward workfare-style welfare, emphasizing conditionality and ongoing monitoring.
The Employment Relations Act came into force on 2 October 2000, replacing the Employment Contracts Act framework. It aimed to rebalance labour relations by recognizing unions again and setting a different approach to collective bargaining. This change closed the 1984–2000 reform cycle by partially rolling back the most deregulatory labour-law features of the early 1990s.
