In late 1984, the government sold shares in British Telecom in a widely marketed public offer, aiming to broaden share ownership. The Railways Act 1993 laid out how British Rail would be broken up and transferred to private-sector operators and owners. On 1 April 1994, Railtrack was created to own and manage tracks, signaling, and major stations, separating infrastructure from train operations.
