Even so, Cuba’s security concerns and economic dependence on Soviet support continued to deepen.

Soviet and Comecon cooperation expanded into large industrial projects, including plans for Cuba’s first nuclear power station at Juraguá. The project illustrated how Soviet aid could shift from trade credits and commodity exchange toward capital-intensive infrastructure. It also showed Cuba’s effort to reduce fuel vulnerability by diversifying its energy base (even though the plant was never completed).
Cuba began the “Rectification of Errors and Negative Tendencies,” rolling back market-like measures and emphasizing political control and moral incentives. The campaign was partly a reaction to reform currents associated with Soviet perestroika, signaling a more cautious Cuban approach to economic change. This policy shift affected how Cuba managed aid, productivity, and planning just as the Soviet system began to destabilize.
In September 1991, Soviet leader Mikhail Gorbachev indicated that Soviet forces would be withdrawn from Cuba, a visible sign that the Cold War partnership was unraveling. The move reflected the USSR’s broader retreat from overseas commitments during its internal crisis. It foreshadowed a sharp reduction in the political and economic backing that had supported Cuba’s external trade model.
The Soviet Union dissolved in December 1991, and the Comecon trading system also collapsed, ending the framework that had structured Cuba’s external trade and subsidies. Cuba entered the “Special Period,” an economic crisis marked by severe shortages as Soviet oil, credit, and preferential trade terms disappeared. This outcome closed the 1960–1991 era of Soviet-Cuban economic partnership and forced Cuba to redesign its survival strategy under much harsher conditions.
