On January 1, 1959, Fidel Castro’s revolutionary movement overthrew Fulgencio Batista and formed a new government. The new leadership quickly treated economic change as a core part of the revolution, arguing that political independence required control over land, industry, and trade. This set the stage for a shift toward centralized, state-led economic planning.
On May 17, 1959, the government signed the First Agrarian Reform Law, limiting large estates and allowing major landholdings to be expropriated. Much of the affected land was redistributed to peasants or placed under state control, changing how agriculture was owned and managed. The law became an early pillar of the planned economy by expanding state direction over a key sector.
In February 1960, Cuba created a national planning body known as JUCEPLAN (Junta Central de Planificación). Its job was to plan and coordinate economic development across sectors rather than relying on private markets to set production and investment. This formalized the move toward a centrally planned model of resource allocation.
On July 6, 1960, President Dwight D. Eisenhower sharply reduced Cuba’s U.S. sugar quota, striking at the island’s main export and a major source of foreign exchange. The cut accelerated Cuba’s search for alternative trade partners and financing. It also increased pressure for more state control over external trade and domestic production planning.
Also on July 6, 1960, Cuba issued Law 851, authorizing the government to nationalize U.S.-owned properties and setting a compensation framework tied to bond payments. The measure reflected an increasingly confrontational break with U.S. capital and reinforced state ownership as a central tool of economic policy. These changes further pushed Cuba toward a planned economy aligned with the socialist bloc.
On October 13–14, 1960, Cuba issued major nationalization measures covering large industrial and commercial firms, banks, and housing, extending state control far beyond agriculture. These actions reduced the role of private ownership and made the state the primary economic actor. With more of the economy in public hands, centralized planning became easier to enforce across sectors.
In 1961, Cuba carried out a nationwide literacy campaign, organizing large numbers of volunteers and public resources for a single state priority. While the campaign’s goal was educational, it also showed how mass mobilization could support national plans and expand administrative reach into rural areas. The campaign helped integrate the countryside more closely into revolutionary institutions.
On October 3, 1963, Cuba adopted a Second Agrarian Reform Law to further limit private farm size and expand state control over agricultural land. The measure aimed to complete earlier reforms by reducing remaining large or medium private holdings. This deepened the planned economy’s ability to set production priorities and manage rural labor and inputs.
On October 3, 1965, Cuba transformed its revolutionary party structure into the Communist Party of Cuba (PCC). This institutional step strengthened one-party governance and helped align the state with Soviet-style political organization. Party authority became closely linked to economic management, supporting centralized planning and long-term policy continuity.
On March 13, 1968, Fidel Castro announced the start of the Revolutionary Offensive, a campaign to nationalize remaining private small businesses. The policy reduced legal space for self-employment and small retail, aiming to remove “market” activity and strengthen egalitarian state distribution. It increased the economy’s dependence on state supply systems and administrative control.
In 1970, Cuba attempted a highly centralized, nationwide mobilization to produce 10 million tons of sugar (the “Ten Million” harvest). The effort missed the target, producing about 8.5 million tons, and the focus on sugar strained other sectors. The outcome encouraged policy reassessment and contributed to a stronger turn toward Soviet-style economic management.
In July 1972, Cuba joined COMECON (the Council for Mutual Economic Assistance), integrating more deeply into the socialist-bloc trading system. This strengthened access to preferential trade and credits, especially through the Soviet Union, and reinforced a planned trade structure. It also increased dependence on a narrow set of external partners for energy, machinery, and markets.
From December 17 to 22, 1975, the Communist Party held its First Congress, a milestone in formalizing the party-state system. The congress helped define structures for governance and economic management, linking national plans to party oversight. This period is often associated with deeper “institutionalization” of planning rules and state administration.
On February 15, 1976, Cuba approved a new constitution by referendum, and it took effect on February 24, 1976. The constitution formalized the state’s central role in the economy and reinforced one-party leadership under the PCC. It provided a legal framework for a planned system in which major production and distribution decisions were made through state institutions.
Beginning in 1986, Cuba launched the “Rectification of Errors and Negative Tendencies,” an effort to tighten central control and roll back tolerated market activity. Policies emphasized moral incentives over material rewards and restricted spaces that had opened for private or semi-private transactions. These choices shaped how prepared (or unprepared) the economy was for the external shock that followed the collapse of the socialist bloc.
In 1991, Cuba entered the “Special Period in Time of Peace,” a severe economic crisis linked to the dissolution of the Soviet Union and the breakdown of COMECON trade. The loss of subsidized oil, machinery, and markets caused sharp declines in output and imports, exposing how dependent the planned economy had become on the socialist bloc. By 1991, Cuba faced a new reality: centralized planning continued, but under extreme scarcity and rising pressure to adjust policies.
