The People’s Republic of China (PRC) was established after the Chinese Communist Party took power on the mainland. This created the political conditions for a Soviet-influenced system of state ownership, nationwide planning targets, and administrative control over prices and investment.
The Agrarian Reform Law launched a nationwide push to redistribute land from landlords to peasant households and to restructure rural production. This early rural overhaul strengthened state authority in the countryside and set the stage for later collectivization and planned procurement of grain.
The Three-anti and Five-anti campaigns targeted corruption and alleged economic misconduct in government and business. Beyond politics, they reshaped the urban economy by pressuring private firms and entrepreneurs and strengthening the state’s ability to direct economic activity.
China launched its First Five-Year Plan with a strong focus on heavy industry and state-led investment. The plan used centralized targets and resource allocation, drawing on Soviet technical assistance, and helped build a core industrial base for a planned economy.
The PRC adopted its first constitution, creating a clearer legal structure for the state and its governing bodies. These institutions supported a planned economy by expanding the government’s capacity to set national priorities, manage state property, and administer economic policy.
The Hundred Flowers Campaign encouraged intellectuals and citizens to speak openly about problems in government and society. As criticism spread, the political opening narrowed, and the shift helped justify tighter control over debate and policy discussion in a planned system.
At the CCP’s Eighth National Congress, leaders reported a “total and decisive victory” in transforming agriculture, handicrafts, and capitalist industry and commerce. This marked a major shift toward collective and state ownership, strengthening the foundations of central planning.
The Anti-Rightist Campaign targeted people labeled “rightists,” including many professionals and intellectuals. The campaign reduced dissent inside key institutions, including those involved in planning and management, and reinforced top-down political control over economic decision-making.
The Great Leap Forward pushed for faster industrial and agricultural output through people’s communes and ambitious production targets. Policies such as communal dining and “backyard” steel production aimed to accelerate development but contributed to severe economic disruption and famine.
At the 1959 Lushan Conference, senior leaders debated the Great Leap Forward’s problems. After Peng Dehuai criticized exaggeration and losses in a letter to Mao, he was purged, signaling that open policy criticism could carry major political risks.
After the Great Leap’s crisis, leaders pursued “readjustment, restructuring, consolidation and improvement” to stabilize the economy. This meant scaling back unrealistic targets and rebalancing production so that food supply and basic goods could recover.
More than 7,000 officials met in Beijing to assess the Great Leap Forward and its consequences. The meeting became a key moment for acknowledging policy mistakes and strengthening recovery measures, with a stronger role for pragmatic management of production and supply.
Facing war fears, leaders approved major inland industrial and infrastructure construction to reduce vulnerability of coastal industry. This “Third Front” approach redirected planning priorities toward defense-related factories, mining, railways, and interior locations.
China’s Third Five-Year Plan set goals for 1966–1970, emphasizing self-reliance and national defense alongside basic living needs. The plan’s priorities aligned with Third Front construction, although implementation faced disruptions as domestic politics intensified.
The May 16 Notification is widely treated as the opening of the Cultural Revolution. Mass political struggle soon disrupted schools, workplaces, and administrative systems, weakening stable management and complicating routine economic planning.
The Fourth Five-Year Plan (1971–1975) resumed national target-setting during a period still shaped by security concerns. It emphasized preparation for war, ongoing Third Front development, and building a more complete industrial system under continued state direction.
After Mao Zedong’s death in September 1976, the arrest of the “Gang of Four” became a turning point that helped bring the Cultural Revolution to a close. This political shift opened space for rebuilding state institutions and for the policy debates that soon led to reform-era changes beyond central planning.
In December 1978, the CCP’s Third Plenum of the 11th Central Committee set a new direction that prioritized modernization and pragmatic economic policy. This decision is commonly treated as the start of the reform and opening period, marking a clear transition away from the earlier central-planning model.
