In late 1920, Soviet leaders approved the GOELRO electrification plan, one of the first attempts to set nationwide economic priorities through a single state plan. It helped establish the idea that technical development (especially electricity) would be a core tool for rebuilding and modernizing the economy after the revolution and civil war. This planning mindset shaped later institutions, including Gosplan.
On February 22, 1921, the Soviet government created Gosplan (the State Planning Committee). At first, it served mainly as an advisory body—studying the economy, proposing targets, and helping coordinate state investment decisions. Over time it became the main institution translating party goals into detailed economic plans.
In March 1921, the government adopted a key New Economic Policy (NEP) measure that replaced forced grain requisitioning with a tax in kind. This policy shift accepted limited market activity to stabilize food supply and restart production. Gosplan’s early work operated alongside this mixed system rather than an all-command economy.
On October 1, 1928, the First Five-Year Plan began, marking a major expansion of central planning. The plan emphasized heavy industry and rapid industrialization, while shrinking the role of private economic activity. Gosplan’s responsibilities grew as it helped set targets, allocate resources, and monitor performance across major sectors.
In 1929, Soviet leaders launched mass collectivization, pushing peasants into large collective farms (kolkhozes) and state farms (sovkhozes). This was intended to increase state control over grain supplies and support industrial growth through food deliveries and exports. For planners, agriculture became a key “input” problem—meeting procurement quotas while the countryside faced major disruption.
On March 2, 1930, Stalin published “Dizzy with Success,” criticizing coercive "excesses" in collectivization and urging a correction. The article mattered because it showed how central leaders sometimes adjusted methods when rapid drives triggered backlash and disorder. In practice, collectivization continued, but with shifting tactics and messaging that planners had to incorporate.
In April 1937, the Council of Labor and Defense (STO)—an earlier high-level body for economic coordination—was abolished. Its functions were divided among economic ministries and defense-related bodies. This change reflected how Soviet economic management kept being reorganized while maintaining the core principle of centralized direction and targets.
In 1957, the USSR introduced a major management reform by shifting many decisions from central industrial ministries to regional economic councils, called sovnarkhozy. The goal was to reduce bureaucracy and improve coordination at the local level. The reform changed how plans were carried out, creating tension between regional priorities and the need for nationwide targets.
In September 1965, the Soviet leadership approved reforms associated with Premier Alexei Kosygin. The reforms tried to improve performance by using profitability and sales as key measures and by giving enterprises more flexibility within the plan. This was an attempt to fix chronic problems—like low efficiency and weak incentives—without abandoning state ownership and planning.
On April 20, 1985, Mikhail Gorbachev announced the policy of “Uskorenie” (acceleration) at a party plenum. It aimed to speed up economic and scientific development in a system already facing slowing growth. The program set the stage for broader restructuring debates about whether the planning system could be modernized or needed deeper change.
In 1987, the USSR passed the Law on State Enterprise, which expanded enterprise autonomy and pushed firms toward “self-financing” while still requiring them to meet state orders. This reduced some day-to-day micromanagement by ministries and shifted Gosplan more toward setting broad guidelines and investment priorities. The law reflected a late attempt to make planning work better by changing incentives and decision rights inside the state sector.
In May 1988, the Soviet Union implemented the Law on Cooperatives, allowing independent worker-owned cooperatives to operate legally. This created a growing semi-private sector alongside state planning and fixed prices, adding new pressures and contradictions to the planned economy. It was one of the clearest steps away from a purely state-run system, even though rules and restrictions remained tight.
On April 1, 1991, Gosplan was dissolved, signaling the collapse of the institution that had coordinated Soviet central planning for decades. The dissolution reflected how late-Soviet reforms, political crisis, and economic breakdown made comprehensive national planning increasingly unworkable. This marked a clear endpoint for Soviet central planning under Gosplan, months before the USSR itself ceased to exist.
