The Yugoslav government launched an ambitious First Five-Year Plan aimed at rapid industrial growth, especially heavy industry. This plan reflected a Soviet-style model: central targets, high investment, and tight state direction of enterprises. Its strains and limits helped set the stage for later experiments with different forms of enterprise management.
Yugoslavia was expelled from the Cominform, formalizing the Tito–Stalin split and leaving the country politically isolated from the Soviet-led bloc. This rupture increased pressure to find a workable “own road” to socialism that could keep production going without Soviet support. Economic survival concerns became closely linked to experiments with decentralization and new enterprise rules.
Between 1946 and 1952, the state pushed collectivization in agriculture through collective farms and state farms. Peasant resistance—including the Cazin rebellion in 1950—highlighted social and economic costs of coercive rural policies. The retreat from strict collectivization helped reinforce the broader move away from a purely Soviet-type command model.
The Federal Assembly passed the Basic Law on management of state economic enterprises by workers’ collectives. It established workers’ councils as formal bodies through which employees would participate in enterprise decisions, alongside management boards and directors. This became the legal cornerstone of Yugoslav workers’ self-management in industry and other state enterprises.
A decree on the method of election of workers’ councils clarified how representatives would be chosen inside enterprises. By specifying procedures, it helped turn the 1950 self-management idea into a more regularized system of workplace governance. In practice, these rules also highlighted ongoing tensions between elected bodies and state/party-appointed directors.
Yugoslavia devalued the dinar, reflecting an effort to make foreign trade and prices more workable in a context of growing links with Western markets and institutions. The change signaled that enterprise performance and external constraints mattered, not only plan targets. It also illustrated how macroeconomic policy was being adjusted alongside enterprise reforms.
A major Constitutional Law package introduced self-management principles into Yugoslavia’s constitutional framework. It strengthened the formal idea that workers and citizens should participate directly in management and governance, and it reshaped representative institutions to include a producers’ chamber. This helped connect enterprise self-management to broader state organization.
Tito and Khrushchev signed the Belgrade Declaration, easing tensions after the 1948 split. The declaration emphasized noninterference and accepted that socialist countries could follow different paths. This reduced immediate geopolitical pressure and gave Yugoslavia more room to keep developing its distinctive self-management model.
Tito spoke at the First Congress of Workers’ Councils, a national gathering to assess early experience with self-management. The congress highlighted both achievements and practical problems, including how much autonomy enterprises should have within planning. It also helped consolidate workers’ councils as a recognized nationwide institution, not just a legal concept.
Yugoslavia abolished its explicit system of multiple exchange rates and replaced it with a single pegged rate (while other policy tools still created different effective rates). This step aimed to simplify foreign trade accounting and reduce distortions created by many official rates. The reform mattered for enterprises because export and import incentives strongly shaped their investment and production choices.
A new Yugoslav constitution took effect and provided a fuller constitutional definition of self-management. It described key enterprise bodies—such as the workers’ council and managing board—and set basic rules for elections and terms. This strengthened the legal framework for enterprise-level decision-making while keeping “social ownership” (not private ownership) as the foundation.
In 1965, Yugoslavia launched a major Economic Reform that is widely treated as a turning point toward stronger market mechanisms (such as profit signals and competition) within a socialist framework. This reform pushed enterprise behavior further away from earlier administrative controls and toward performance-based outcomes, while preserving social ownership and self-management institutions. It marked the endpoint of the 1945–1965 reform era and the start of a new stage with different rules and pressures on state-owned and self-managed firms.
