Japan enacted the Foreign Exchange and Foreign Trade Control Law (Law No. 228 of 1949), which became effective in stages starting in December 1949. By regulating access to foreign exchange (hard currency), the state could prioritize imports like fuel and machinery and manage technology purchases, supporting an export-focused rebuilding strategy.
Japan began operating export credit insurance, which helped exporters and banks manage the risk of non-payment on overseas sales. This made it easier for Japanese firms to offer credit terms and enter new markets, supporting an outward-looking growth model.
The Japan Export Bank was established to provide low-cost export financing, helping firms sell machinery and other goods abroad. This strengthened Japan’s ability to earn foreign currency, which was crucial for importing raw materials and modern equipment during early industrial rebuilding.
MITI launched a first “rationalization” plan for iron and steel, aiming to modernize plants and raise productivity. Steel mattered because it was a basic input for ships, machinery, and later automobiles—industries central to Japan’s export strategy.
Japan established the Japan Development Bank to supply long-term capital for priority investments that commercial banks might not fund on their own. Development banking supported heavy industry and infrastructure, which in turn increased the capacity to produce competitive exports.
Japan adopted an act to rationalize the coal industry, reflecting state involvement in managing key inputs for industrial growth. Policies in this area sought to balance energy needs, costs, and industrial restructuring as Japan moved toward more efficient production and greater export competitiveness.
Japan passed the Act on Temporary Measures for the Promotion of the Machinery Industry. By supporting machine tools and components (often made by small and medium-sized firms), the law strengthened the production base needed for higher-quality manufacturing and export growth in sectors like vehicles and industrial equipment.
MITI established the Japan External Trade Organization (JETRO) to consolidate and strengthen export promotion. JETRO helped firms with overseas market information, trade fairs, and outreach, making export expansion more systematic rather than relying only on individual companies.
Japan adopted a Liberalization Plan for Trade and Foreign Exchange, signaling a controlled shift from strict postwar controls toward more open trade rules. This transition mattered because export-led growth increasingly depended on stable access to imported inputs and on credibility with international trading partners.
Prime Minister Hayato Ikeda launched the Income Doubling Plan, seeking rapid growth through investment and policies that encouraged industrial expansion and exports. The plan helped create a political focus on raising living standards through growth, reinforcing the central role of manufacturing and export performance in national policy.
Japan joined the Organisation for Economic Co-operation and Development (OECD), becoming its first Asian member. Membership reinforced a longer-term shift toward liberalization and international economic integration, even as Japan continued to use industrial policy tools to upgrade industries and expand exports.
As Japanese exports expanded, trade friction grew with major partners, especially the United States. In early 1971, the textile dispute pushed Japan toward voluntary export restraints (voluntary limits on shipments) as a way to reduce political pressure and avoid harsher import restrictions.
By late 1971, Japan and the United States moved toward agreements that limited Japanese textile exports under a quota-style framework. The episode showed that Japan’s export strategy had reached a scale where managing foreign backlash became part of industrial and trade policy, not just expanding output.
The 1973 oil crisis sharply raised energy costs for an economy that relied heavily on imported fuel. This shock pressured Japan to improve energy efficiency and adjust industrial priorities, testing the earlier model of rapid, heavy-industry-centered expansion tied to export growth.
By the mid-1970s, the core MITI-led approach had helped build globally competitive export industries, but it also faced new limits: energy shocks, greater trade friction, and pressure to liberalize. The 1950–1975 period closed with Japan transitioning from postwar catch-up planning to a more mature strategy focused on technology upgrading, efficiency, and navigating international rules.
