As France emerged from World War II, the provisional government used nationalization to restart production and rebuild key industries. An early step was nationalizing the coal mines of Nord–Pas-de-Calais, a region central to energy supply. This set the pattern for expanding state ownership in “strategic” sectors.
The government nationalized the Renault factories during the Liberation period, turning the company into a state-run industrial firm. The Renault case became one of the most famous postwar nationalizations, signaling that the state would directly own and manage major manufacturers. It also helped define the postwar model of strong public-sector “national champions.”
In aviation engines, the state nationalized the Gnome & Rhône company and created SNECMA (a national aircraft engine company). The move aimed to rebuild advanced industrial capacity after wartime disruption and damage. It illustrated how nationalization was used not only to control firms, but also to restructure entire industries.
A major financial turning point came with the nationalization of the Bank of France and large banks, alongside a broader reorganization of credit. By bringing core banking institutions under state control, the government aimed to direct financing toward reconstruction and industrial modernization. This strengthened the state’s ability to influence investment across the wider economy.
France created the Commissariat général du Plan, an institution designed to coordinate postwar “indicative planning” (non-binding plans used to guide investment and modernization). This became a hallmark of French dirigisme: the state steering the economy through planning tools, credit policy, and targeted support. It provided a framework for coordinating public enterprises and private industry toward reconstruction goals.
France passed a law nationalizing much of electricity and gas production, transmission, and distribution, creating the framework that led to major public operators (notably EDF and GDF). Energy was treated as a strategic public service necessary for industrial growth and household recovery. This expanded the postwar state-owned enterprise system into everyday infrastructure.
The state moved into parts of the insurance sector by nationalizing certain insurance and capitalization companies under a dedicated law. This extended the postwar nationalization program beyond “heavy” industry and energy into financial services that affected savings and risk coverage. It also reinforced the broader goal of reorganizing key economic institutions under public direction.
France expanded coal nationalization nationwide, creating Charbonnages de France to manage major coal operations as public industrial entities. Coal remained vital for power generation and heavy industry in the early reconstruction years. This completed a key piece of the postwar state-led energy strategy alongside electricity and gas.
After decades of a large public sector, the government pursued another major wave of nationalizations in the early 1980s. A 1982 law nationalized many banks and major industrial groups, increasing the role of the state in finance and industry. This renewed expansion set up later political and economic pressure to reverse course through privatization.
As privatization plans took shape in 1986, France’s Constitutional Council issued a key decision on an enabling law allowing economic measures by ordinance. This period established constitutional constraints relevant to transfers of public assets, including requirements tied to protecting the public interest and ensuring proper valuation. It marked a legal turning point in moving from expanding state ownership toward transferring assets back to private hands.
An enabling law was promulgated in July 1986 to implement a large privatization program, associated with the first cohabitation government under Prime Minister Jacques Chirac. The policy aimed to reduce direct state ownership of major firms and expand private shareholding, while still managing concerns about valuation and national control. This launched the first large postwar reversal of earlier nationalization trends.
To support the 1986 privatization wave, the government created a specialized commission to help evaluate firms slated for sale. The goal was to strengthen the pricing and oversight process so that transfers of public assets would not be made at undervalued prices. This institutional change helped define how France would manage privatization while balancing market methods with public safeguards.
In late 1986, the state carried out an early major transaction by selling part of the oil company Elf Aquitaine. The sale signaled that privatization was moving from legislation and planning into concrete market operations. It also highlighted a new phase: the state shifting from direct ownership toward a role focused more on regulation and selective shareholding.
