In 1885, the Congo Free State was internationally recognized as the personal colony of Belgium’s King Leopold II. This unusual arrangement let Leopold shape land policy, taxation, and trade rules directly, creating conditions for later concession companies to control rubber collection and export.
European powers signed the General Act of the Berlin Conference, creating rules for navigation and trade in the Congo Basin and a framework for claiming territory. In practice, it helped legitimize outside control over Congo commerce without African participation. This set the diplomatic backdrop for King Leopold II’s Congo Free State and later rubber extraction systems.
Leopold’s administration established the Force Publique, a colonial army and police force. It became a key tool for enforcing state demands, including the collection of taxes and quotas in goods like rubber and ivory. Its role in coercion linked military power to export production.
A royal decree ordered district officials to keep key forest products—especially rubber and ivory—“at the disposal of the State.” Subsequent district circulars restricted Africans from gathering or trading these products except through the state. This policy shift helped turn rubber into a compulsory “tax” rather than a voluntary trade good.
The Lulonga Company operated as another major rubber concession company alongside ABIR and the Société Anversoise. Together, these companies helped concentrate production in a few concession zones where armed enforcement supported collection. This deepened the Congo Free State’s dependence on rubber exports and coercive labor systems.
The Anglo-Belgian India Rubber Company (ABIR) was founded in Antwerp with British and Belgian capital. It soon received a very large concession in northern Congo and gained power to collect taxes from local people, often taken in rubber. ABIR became one of the best-known concession companies in the “red rubber” period.
The Société Anversoise du Commerce au Congo (often called “the Anversoise”) was created in 1892 and received a large concession in the Mongala region. The company’s concession included “police” powers and depended heavily on forced collection of rubber and other forest products. It became one of the biggest rubber exporters in the Congo Free State system.
Leopold created the Domaine de la Couronne (Crown Domain), reserving a large territory’s rubber and ivory revenue for the monarch’s benefit. This reduced the area where outside traders could operate and strengthened monopoly-style extraction. It also tied state policy more tightly to maximizing rubber exports.
In 1898, the company was reorganized and became known as the Abir Congo Company, with its base and tax residence shifted into the Congo Free State. This change reflected how closely concession companies were linked to the Free State’s fiscal interests. The rubber boom continued, but depended on increasingly harsh pressure to meet quotas as vines were depleted.
A British investigation led by Roger Casement produced a report describing widespread abuses tied to rubber collection, including violence used to enforce quotas. The report strengthened international criticism by linking atrocities to the economic structure of Free State rule. It became a major turning point in external pressure for reform.
Activists and reformers created the Congo Reform Association to publicize abuses and push governments to act. The group used public meetings, press campaigns, and networks in multiple countries to keep attention on rubber extraction and coercion. This organized activism helped turn humanitarian concern into political pressure on Belgium and Leopold’s administration.
Under growing international scrutiny, Leopold II established a Commission of Inquiry to investigate conditions in the Congo Free State. By late 1905, discussion in the British Parliament referenced the inquiry’s report as confirming serious abuses. This made it harder for the Free State to argue that violence was only the work of a few individuals.
In 1906, leading concession companies—including ABIR, the Société Anversoise, and the Lulonga Company—returned control of their concessions to the Congo Free State. This reflected both political pressure and practical problems, including local resistance and declining rubber yields from over-harvesting. The concession model’s peak phase was ending even before formal annexation.
Belgium approved the Colonial Charter, formally annexing the Congo Free State. On 15 November 1908, Belgium assumed sovereignty and the territory became the Belgian Congo, ending Leopold II’s personal control. This closed the Congo Free State era in which rubber extraction was organized through state monopolies and concession companies backed by armed enforcement.
