On 4 February 2002, the IMF approved a large three-year Stand-By Arrangement to back Turkey’s 2002–2004 economic program. The program aimed to restore confidence after the crisis through fiscal discipline, financial-sector repair, and structural reforms—key foundations for the growth period that followed.
On 3 November 2002, the Justice and Development Party (AKP) won a parliamentary majority after the 2001 financial crisis had discredited earlier coalition governments. The result created a single-party government, which made it easier to carry out stabilization and reform measures tied to Turkey’s IMF-supported program.
After a March 2003 by-election enabled Recep Tayyip Erdoğan to enter parliament, he formed a new government on 14 March 2003. This leadership shift consolidated the political backing for continuing IMF-era stabilization policies while also pursuing investment-friendly and EU-oriented reforms.
In 2003, Turkey adopted a new Foreign Direct Investment Law (Law No. 4875) to encourage investment and align definitions and protections with international standards. It shifted toward a notification-based approach rather than screening and approval, supporting stronger capital inflows during the 2000s expansion.
On 16 December 2004, the European Council decided that the EU would open accession negotiations with Turkey on 3 October 2005. The decision reinforced reform incentives in areas such as governance and economic policy, and it strengthened Turkey’s outlook for deeper integration with European markets.
On 1 January 2005, Turkey introduced the New Turkish lira by removing six zeros from the old currency. The reform simplified prices and accounting and symbolized the disinflation (lower-inflation) progress achieved under stabilization policies.
On 3 October 2005, Turkey and the EU formally opened accession negotiations. While the process later slowed, the launch marked a high point for the reform agenda and helped anchor expectations for closer trade, regulatory, and institutional ties with Europe.
Turkey’s Banking Act (Law No. 5411) came into force after being published in the Official Gazette on 1 November 2005. It replaced earlier banking legislation and supported a stronger supervisory framework—important for keeping the banking system resilient as credit and capital inflows increased.
In 2006, the Central Bank of the Republic of Turkey moved from “implicit” inflation targeting (2002–2005) to a formal inflation targeting regime. This shift aimed to make monetary policy more predictable and transparent, reinforcing the broader disinflation strategy supporting growth.
On 9 May 2008, the IMF Executive Board completed the seventh and final review under Turkey’s 2005 Stand-By Arrangement. This marked the closing phase of an era of IMF-backed crisis management and reforms, just before the global financial crisis hit trade and capital flows worldwide.
The 2008–2009 global crisis led to a severe recession in Turkey, driven largely by a collapse in external demand and confidence effects. Unlike earlier crises, Turkey could use counter-cyclical policy (cutting rates and applying fiscal stimulus) and its financial system proved more resilient, reflecting earlier reforms.
On 12 September 2010, voters approved a package of constitutional amendments. The changes were presented as aligning with EU-related standards, but they also became part of a broader shift in how key state institutions—especially the judiciary—were structured and governed.
On 14 May 2013, Turkey paid the last installment of its debt to the IMF, ending a long period as a net IMF borrower. The milestone became a political symbol of the post-2001 turnaround—showing how stabilization, liberalization, and stronger institutions had helped restore access to markets and support growth.
Beginning on 28 May 2013, protests spread across Turkey after events at Istanbul’s Gezi Park, growing from a local dispute into nationwide demonstrations. The unrest highlighted rising polarization and governance concerns during a period when Turkey had achieved years of growth but faced increasing social and political strain.
