European powers met in Berlin to set rules for claiming territory in Africa and to guarantee free navigation and trade in the Congo Basin. These agreements helped create the international setting in which King Leopold II could secure recognition for a new state in the Congo. They also established expectations about open trade that later conflicted with monopoly-style concession policies.
After international recognition for Leopold II’s Congo venture, the territory began operating under the name “Congo Free State.” In practice, it functioned as Leopold II’s personal possession, not a Belgian colony. This political arrangement shaped how infrastructure, policing, and resource extraction were organized.
Leopold II ordered the creation of the Force Publique, a colonial military and police force. It became a key tool for enforcing state demands, including labor and taxation linked to rubber and other resources. Its presence helped make coercive extraction possible across wide areas.
A royal decree ordered local officials to keep key products—especially rubber and ivory—“at the disposal of the State.” Follow-up circulars in late 1891 and 1892 restricted local people from collecting or selling these products except to the state. This shift marked a move away from open trade toward state monopoly and forced collection.
The Anglo-Belgian India Rubber Company (ABIR) was founded in Antwerp and granted a huge concession area. Villages inside the concession were pressured to pay taxes in rubber, tying everyday survival to extraction quotas. ABIR later became one of the best-known concession firms associated with violent enforcement.
The Société Anversoise du Commerce au Congo was established and granted concession rights in the Mongala region. Like other concession firms, it combined commercial extraction with quasi-government powers in its territory. This expanded a concession economy where private companies and the state shared revenue and enforcement.
A decree divided the Congo Free State into major zones, including areas reserved for direct state exploitation and areas opened to concession companies. This legal structure supported monopoly extraction and reduced opportunities for independent trade. It also laid a framework for linking taxation, labor demands, and policing to rubber collection.
A further decree designated part of the territory as the state’s “Domaine Privé,” to be exploited directly by the state administration. In practice, local people were compelled to gather rubber as a form of taxation or labor obligation. This deepened the fusion of government authority with commercial extraction.
A secret decree created the “Domaine de la Couronne” (Crown Domain), reserving large, rubber-rich territories for Leopold II’s direct benefit. The decree was not initially public, limiting outside oversight. The Crown Domain intensified incentives for high-volume extraction and helped channel rubber profits to the king personally.
ABIR entered liquidation and was refounded in the Congo as the Abir Congo Company, with the Congo Free State holding a major share. Rubber output and profits surged in the late 1890s, and the state directly benefited through shares and taxes. This illustrates how concession companies and the Free State were financially intertwined.
The Matadi–Léopoldville (Matadi–Kinshasa) railway was completed to bypass Congo River rapids and speed transport between the coast and the interior. This infrastructure helped move rubber and other goods to ports more efficiently, strengthening the concession economy’s export model. It also relied on harsh labor conditions and high mortality during construction.
British diplomat Roger Casement produced a report for the British government describing severe abuses in the Congo Free State. The report increased international pressure by making violence tied to rubber collection harder to deny. It became a central document in the wider campaign against the concession system’s coercive practices.
E.D. Morel and allies formed the Congo Reform Association to push governments to act against Free State policies. The group used public meetings, media work, and atrocity photographs to build a broad reform movement. Its pressure helped turn documentation of rubber-related abuses into diplomatic and political consequences.
Leopold II authorized an international commission to investigate conditions in the Congo Free State. The commission arrived at Boma and collected testimony during late 1904 and early 1905. Its findings added official weight to claims that the rubber regime relied on coercion and punishment.
By the mid-1900s, over-harvesting of wild rubber vines and population disruption reduced output in major concession areas. Companies such as the Lulonga Company saw sharp declines, and the Free State took back control of several large concessions in 1906. Economic strain and international scrutiny reinforced each other, weakening the concession model.
A formal treaty set out the planned transfer of the Congo Free State to Belgium. Negotiations focused on debts, concessions, and controversial royal holdings such as the Crown Domain, showing how extraction revenues were built into the state’s finances. The treaty became a key step toward ending Leopold II’s personal rule.
Belgium’s parliament approved the Colonial Charter outlining governance after annexation. The vote reflected intense debate over whether Belgium should inherit the Free State’s financial and moral liabilities. The charter cleared the legal path for Belgium to assume sovereignty and reorganize the administration.
Belgium formally assumed sovereignty over the Congo Free State, creating the Belgian Congo. This ended Leopold II’s personal rule and marked a major transition away from the most notorious phase of concession-based rubber extraction. While forced labor and inequality did not disappear, the takeover closed the specific political system that had tightly linked rubber concessions, state power, and Leopold’s private finances.
