After Cardinal Mazarin’s death, Louis XIV announced that he would rule without a chief minister. This decision concentrated decision-making at court and set the stage for strong, centralized economic management. Colbert’s rise and “Colbertism” developed inside this new governing style.
Jean-Baptiste Colbert was appointed Intendant of Finances, placing him close to the kingdom’s revenue collection and budgeting. From this position he pushed for tighter oversight of state finances and stronger direction of the economy. This was an early step toward the more interventionist policy mix later associated with Colbertism.
The arrest of Superintendent of Finances Nicolas Fouquet created an opening to reshape the financial administration of the state. The office of superintendent was abolished, and the Crown moved toward a system meant to increase control over accounting and revenue. This transition helped expand Colbert’s influence over fiscal policy.
Louis XIV bought the Gobelins site in Paris, which Colbert used to gather skilled artisans under royal direction. The goal was to replace imports of luxury goods with French production and to increase exports, fitting a mercantilist focus on keeping money and skills inside the kingdom. This linked court culture with industrial policy.
The Compagnie française des Indes occidentales was created to manage and monopolize trade with key French colonies in the Americas and parts of Africa. This supported the mercantilist idea of the exclusif: colonies were expected to trade mainly with the mother country, supplying raw materials and buying French goods. The company’s mixed results also showed the limits of monopoly systems in practice.
The Compagnie française des Indes orientales was established to expand long-distance trade and challenge Dutch and English dominance in Asian commerce. It received privileges and monopoly rights intended to channel profits, shipping, and strategic goods into French-controlled networks. This shows how Colbertism tied state power to overseas trade and empire-building.
On September 18, 1664, Colbert proposed a major customs tariff meant to simplify and strengthen border duties. It aimed to protect French producers and move toward a more unified internal customs system, so trade inside the kingdom faced fewer overlapping tolls. This was a core tool of Colbert’s protectionist approach.
In October 1665, the Crown created the Manufacture royale de glaces de miroirs to reduce reliance on Venetian glass and develop high-skill manufacturing at home. This followed the Colbertist idea that the state should help build strategic industries through charters, protection, and investment. It became part of the long-term history of what is now Saint-Gobain.
Colbert created the Académie des sciences to organize scientific work and advise the government. Better science supported navigation, mapping, engineering, and industry—areas tied directly to trade and state power. This shows Colbertism’s connection between knowledge, administration, and economic competition.
In 1667, France issued a second tariff that raised barriers more sharply, targeting foreign manufactured goods. This “offensive” protectionism increased commercial conflict with leading maritime powers, especially the Dutch, and connected trade policy to wider geopolitical competition. It highlights how mercantilist policy could escalate toward wider conflict.
The Ordonnance civile of April 1667 aimed to make legal procedures more uniform across the kingdom. A more predictable court system reduced uncertainty for contracts, debts, and property disputes, which mattered for commerce and investment. It also fit Louis XIV’s broader push to centralize authority and standardize administration.
Colbert took charge of the navy, linking economic policy to maritime strength. Naval power protected commerce, supported colonial supply lines, and helped enforce monopoly trading systems. Under Colbertist thinking, a stronger fleet was both a military tool and an economic instrument.
The Ordonnance des eaux et forêts of 1669 sought to improve management of forests and waterways, key resources for ship timbers and naval construction. Stronger state control over these resources supported France’s growing navy and merchant marine. This shows Colbertism using regulation to secure strategic inputs for industry and defense.
The Ordonnance du Commerce of March 1673 set out rules for merchants and commercial disputes, helping standardize business practices. Clearer commercial law supported wider internal trade and made enforcement more predictable. It also strengthened the state’s role in setting the rules for markets.
In 1681, the king delegated the drafting of a legal framework for enslaved people in the French Caribbean to Colbert. This step shows how mercantilist empire-building relied on legal structures to control labor and protect colonial production, especially sugar. The resulting 1685 decree is often known as the “Code Noir,” though it was finalized after Colbert’s death.
The Ordonnance de la marine (often linked to Colbert) regulated ports, coasts, and aspects of maritime administration. It aimed to strengthen order and oversight in coastal zones important for shipping and naval operations. Together with earlier reforms, it reflects the Colbertist goal of making commerce and navigation more governable through uniform rules.
Colbert died on September 6, 1683, ending the core period of his direct control over finances and state-directed economic policy. Many institutions he shaped—tariffs, chartered companies, manufacturing supports, and naval administration—continued to influence French policy afterward. His approach left a lasting model of mercantilist, state-led economic strategy often summarized as “Colbertism.”
