A November 1982 meeting of GATT ministers in Geneva failed to launch a new trade round, but it produced a work program that clarified the issues members wanted to tackle next. That agenda-setting work became the starting point for what later turned into the Uruguay Round.
On September 20, 1986, GATT members adopted the Punta del Este Ministerial Declaration, formally launching the Uruguay Round of multilateral trade negotiations. The mandate was unusually broad, covering traditional trade in goods and new areas such as services and intellectual property.
After the launch, the Trade Negotiations Committee (TNC) was created to run the Round and coordinate multiple negotiating groups. This structure mattered because the Round aimed for a single package outcome, meaning members would have to accept the whole final set of agreements together.
In December 1988, ministers met in Montreal for a mid-term review of progress. The meeting exposed deep disagreements—especially on agriculture, textiles, safeguards, and intellectual property—showing that the Round’s most sensitive topics would be hardest to finish.
A ministerial meeting in Brussels was scheduled for December 3–7, 1990, reflecting the original goal of concluding the Round by the end of 1990. Instead, disagreements—most notably over agricultural subsidies—prevented a final deal and forced negotiators to continue beyond the deadline.
In December 1991, GATT Director-General Arthur Dunkel circulated a comprehensive draft text (often called the “Dunkel Draft”) to help overcome stalemates by putting a complete deal on the table. It became a reference point because it bundled unresolved issues into one overall compromise document.
In November 1992, the United States and the European Communities reached the “Blair House” understanding on key agricultural issues. This bilateral breakthrough mattered because agriculture had become the central obstacle holding up the wider multilateral package.
By December 15, 1993, negotiators reached consensus on the core results of the Uruguay Round, marking the negotiations as substantially concluded. This was the turning point that allowed the legal texts to be finalized for signature the following year.
From April 12–15, 1994, ministers met in Marrakesh, Morocco, for the final session linked to the Round’s completion. The meeting finalized decisions needed to move from negotiating texts to a new institutional framework for global trade rules.
On April 15, 1994, ministers signed the Final Act and the Marrakesh Agreement Establishing the World Trade Organization. This mattered because it replaced the looser GATT system with a formal organization and a larger set of binding agreements covering goods, services (GATS), and intellectual property (TRIPS).
After signature, members set up a Preparatory Committee to handle the transition from GATT to the WTO, including practical and legal steps needed before the new organization could begin operating. This transition period turned a signed treaty into an institution ready to function on a specific start date.
On January 1, 1995, the WTO Agreement entered into force and the World Trade Organization began operating, succeeding GATT as the main global body for trade rules. This marked the Uruguay Round’s lasting outcome: a broader rulebook and a more formal system for administering agreements and settling disputes among members.
