At the Zagreb Summit, the EU launched the Stabilisation and Association Process for several South-Eastern European countries, including Croatia. This created a formal pathway linking reforms and regional cooperation to closer ties with the EU. It set the political context for Croatia’s later membership bid.
Croatia and the EU signed the Stabilisation and Association Agreement (SAA), the first major contractual step toward membership. The SAA framed political dialogue and trade relations and helped guide reforms toward EU standards. It later became the legal base for deeper integration.
Croatia formally applied to join the European Union. This application shifted relations from partnership to an accession track, where Croatia would be assessed against EU political and economic conditions. The application began a decade-long process of evaluations and negotiations.

The EU and Croatia formally launched accession negotiations. This began detailed talks across policy areas, organized into chapters covering the EU’s rules (the acquis, meaning the EU body of law). From this point, progress depended on meeting specific benchmarks in each chapter.
Croatia entered the screening phase, where EU institutions reviewed Croatian laws and administrative capacity against EU requirements. Screening helped identify gaps and set negotiation benchmarks chapter by chapter. It was a technical step, but it shaped the pace and content of the talks.
Slovenia, already an EU member, blocked progress in Croatia’s negotiations over an unresolved border dispute. The blockade slowed chapter openings and added a bilateral political hurdle to a mainly technical process. This period showed how any member state could influence enlargement decisions.
Croatia and Slovenia reached an agreement aimed at ending the negotiation blockade and moving the border issue toward arbitration. With the dispute de-escalated, EU accession work could resume more steadily. This removed one of the major political obstacles to closing negotiations.
The EU closed the accession negotiations after completing work across the full set of negotiation chapters. Closing the talks meant the EU judged Croatia’s commitments sufficient to proceed to a treaty. It also shifted focus to final legal drafting and pre-accession monitoring.
The European Parliament gave its consent for Croatia to join the EU. This was a required institutional step before the accession treaty could be finalized and ratified by member states. Parliament also emphasized continued attention to reforms such as judicial integrity and anti-corruption measures.
Croatia and the EU signed the Treaty of Accession, setting the legal terms for membership and the planned entry date. Signing followed the closure of negotiations and institutional approvals. The process then moved to national ratifications in Croatia and all EU member states.

These reports helped maintain confidence during the final ratification period.
Germany’s Bundesrat ratified Croatia’s accession treaty, completing Germany’s parliamentary process. This was widely reported as the final ratification among EU member states, clearing the way for the treaty to take effect on schedule. With ratifications complete, accession became a matter of implementing the entry date.
Croatia’s accession treaty entered into force, and Croatia joined the EU as its 28th member state. This ended the 2003–2013 accession track and integrated Croatia into the EU single market rules and institutions, while also shaping EU policy toward the Western Balkans.
