EU governments signed the Treaty on European Union (Maastricht), committing to create an Economic and Monetary Union (EMU) with a single currency and a central banking system. It also set “convergence” requirements (such as limits on deficits and debt) meant to ensure countries could share a stable currency. This treaty became the political and legal starting point for the euro’s creation.
The Maastricht Treaty took effect, formally establishing the European Union and setting the EMU timetable in motion. With the treaty now legally active, EU institutions and Member States could begin implementing the concrete steps needed for a shared currency and shared monetary policy.
The second stage of EMU began with the creation of the European Monetary Institute (EMI) in Frankfurt. The EMI coordinated cooperation among national central banks and prepared the technical and legal groundwork for a future European Central Bank (ECB) and the single currency.
EU leaders agreed on a reference plan (often called the “Madrid scenario”) for how the euro would be introduced. The plan laid out a phased changeover: fixed conversion rates first, then a period where the euro is used for accounting and electronic payments, followed later by euro cash.
EU countries agreed to strengthen fiscal rules to support a shared currency, building on the Maastricht deficit and debt limits. The Stability and Growth Pact aimed to encourage governments to avoid large budget deficits that could create problems for the whole euro area.
EU finance ministers adopted a decision identifying the Member States that met the conditions to adopt the euro at the start of EMU Stage Three. This decision effectively confirmed the first group that would move to a shared currency at the beginning of 1999.
The European Central Bank was created as the successor to the EMI, completing the core institutional setup for the euro. The ECB was designed to run a single monetary policy for participating countries, replacing national-level control over interest rates and other central-bank tools.
Conversion rates between participating national currencies and the euro were irrevocably fixed, removing exchange-rate risk inside the new euro area. Fixing these rates was essential for contracts, banking systems, and government debt to shift reliably into euro terms.
EMU Stage Three began and the euro became the official currency for participating countries, mainly for electronic payments, accounting, and financial markets. National currencies continued to circulate as cash, but they were now fixed “sub-units” of the euro during a transition period.
The Eurosystem launched TARGET, a real-time gross settlement system that allowed large-value euro payments to be settled quickly across borders. This infrastructure helped integrate the euro money market by making cross-border bank payments within the euro area smoother and safer.
Greece adopted the euro, expanding the euro area beyond the original first wave. This showed that euro adoption was an ongoing process tied to meeting economic and legal conditions rather than a one-time event.
Euro cash was introduced across the initial euro-area countries, turning the euro into the everyday currency for households and retailers. Over the next weeks, national notes and coins were withdrawn, completing the practical changeover from legacy currencies to euro cash.
Slovenia adopted the euro, becoming the first of the countries that joined the EU in 2004 to enter the euro area. Its entry signaled that the eurozone was growing eastward and that newer EU members could meet the criteria for a shared currency.
Cyprus and Malta joined the euro area, further expanding the currency union. Their adoption reflected the euro’s role as a unifying economic tool across both larger and smaller EU economies.
Slovakia adopted the euro during a period when the global financial crisis was testing European economies. Euro adoption meant Slovakia’s monetary policy would be set by the ECB, while its fiscal policy remained national but constrained by EU rules.
Euro-area countries set up the European Financial Stability Facility (EFSF) as a temporary mechanism to provide financial assistance during the sovereign-debt crisis. The EFSF marked a major shift: euro members began building shared crisis tools to protect the currency union.
The EU’s “Six-Pack” reforms strengthened the Stability and Growth Pact and added more surveillance of broader economic risks. These rules were a response to the debt crisis, aiming to spot problems earlier and enforce more consistent budget discipline across the euro area.
Euro-area governments signed the treaty establishing the European Stability Mechanism (ESM), designed as a permanent successor to temporary crisis tools like the EFSF. The ESM gave the euro area a standing institution to provide financial assistance to members facing severe funding problems.
The ESM treaty became legally effective, allowing the ESM to operate as a permanent crisis-management institution for the euro area. This step helped stabilize the eurozone’s institutional framework by making financial assistance less ad hoc and more rule-based.
Latvia joined the euro area, continuing expansion into the Baltic region. Adoption required meeting the euro convergence criteria, reinforcing the idea that euro membership depended on sustained inflation, fiscal, and exchange-rate stability.
Lithuania became the newest euro-area member in this period, completing the Baltic states’ move into the euro. By 2015, the euro had grown from a treaty plan (1992) into a larger currency union with shared central banking and stronger post-crisis fiscal oversight.
