EU leaders reached a political agreement to reform the Structural Funds as part of the wider 1988 budget package associated with Jacques Delors. This set the direction for concentrating funding on poorer regions and improving how the funds were planned and managed. It created the political mandate for the 1988 regulatory reforms that launched the modern cohesion policy era.
The Council adopted Regulation (EEC) No 2052/88, a cornerstone reform that reshaped how the European Community used its Structural Funds. The reform emphasized multi-year programming (planning funding over several years), partnership with national and regional authorities, and better coordination among funds. This is widely treated as the start of the 1989–1993 “reformed” Structural Funds system.
Member states signed the Maastricht Treaty (Treaty on European Union), which strengthened the EU’s political and economic integration and reinforced the importance of economic and social cohesion. The treaty period also helped frame cohesion policy as part of preparing for Economic and Monetary Union (including convergence requirements). Cohesion policy increasingly connected regional development with wider EU integration goals.
In December 1992, EU leaders agreed key principles for establishing a new Cohesion Fund. The goal was to support less prosperous member states, particularly through major environment and transport infrastructure projects. This expanded cohesion tools beyond the Structural Funds and linked them to broader EU priorities like trans-European networks.
Under the Delors-era budget reforms, structural policy spending rose sharply, with allocations for structural policies described as doubling between 1987 and 1993. This mattered because the reforms were not only about new rules; they were backed by much larger multiannual budgets. The combination of bigger funding and new management methods made cohesion policy a major part of EU integration.
Council Regulation (EC) No 1164/94 created the Cohesion Fund to strengthen economic and social cohesion. It focused on financing environment and trans-European transport network projects in member states with income below a defined EU threshold and meeting convergence conditions. This gave the EU a targeted instrument for large-scale infrastructure investment in poorer countries.
The Interinstitutional Agreement of 6 May 1999 set the EU’s financial framework for 2000–2006, aiming to improve budget discipline and coordination between institutions. This mattered for cohesion policy because multiannual budgeting is essential for multi-year regional investment programs. It provided the budget structure that supported the cohesion and enlargement agenda of the early 2000s.
Council Regulation (EC) No 1260/1999 laid down general provisions for the Structural Funds for the 2000–2006 period. It supported a more unified rule set for programming, management, and evaluation across funds. This reform helped prepare cohesion policy for a larger EU and aimed to keep funding concentrated on priority objectives and regions.
On 1 May 2004, ten countries joined the EU, greatly increasing the Union’s regional income gaps and the number of regions eligible for support. Cohesion policy became central to helping new member states finance infrastructure, skills, and economic modernization. Enlargement also put pressure on the EU to simplify rules while keeping spending focused on the greatest needs.
The EU adopted Regulation (EC) No 1082/2006 establishing European Groupings of Territorial Cooperation (EGTCs). EGTCs gave regions and local authorities a legal tool to run cross-border, transnational, and interregional projects together. This supported the cohesion policy goal of reducing barriers where economic life crosses borders but administration often does not.
Council Regulation (EC) No 1083/2006 set the general rules for the ERDF, ESF, and Cohesion Fund for 2007–2013. It organized spending around three objectives: Convergence, Regional Competitiveness and Employment, and European Territorial Cooperation. The regulation aimed to better align cohesion spending with EU strategic priorities while maintaining shared management between the EU and member states.
The Lisbon Treaty entered into force on 1 December 2009 and strengthened EU institutions and lawmaking processes. It also reinforced cohesion policy’s role by explicitly including territorial cohesion alongside economic and social cohesion, highlighting the importance of place-based development. This helped frame cohesion policy as not only about income gaps but also about geographic disadvantages and connectivity.
Regulation (EU) No 1303/2013 created a “common provisions” framework for major EU funds, including the ERDF, ESF, and Cohesion Fund, for 2014–2020. It required each member state to prepare a Partnership Agreement and programs aligned to common thematic objectives. This marked the culmination of the 1988–2014 evolution toward a more integrated, performance- and strategy-oriented cohesion policy system.
On 1 January 2014, the new cohesion policy programming period began under the 2014–2020 rules. The system now relied on Partnership Agreements and operational programs to translate EU-wide priorities into national and regional investment plans. This start point serves as a clear outcome of the 1988–2013 reforms: a single, more standardized cohesion policy framework designed for an enlarged EU.
Evolution of EU Cohesion Policy and Structural Funds (1988-2014)
