Austria’s parliament voted to seek membership in the European Community (EC), marking a clear move away from relying only on European Free Trade Association (EFTA) ties. The decision reflected growing interest in full participation in the EC’s deepening single market. It set the enlargement process in motion years before accession.
Sweden’s government announced it would apply to join the EC, arguing membership could be compatible with Sweden’s long-standing military non-alignment. This step highlighted how economic integration after the Cold War was reshaping national strategies in Northern Europe. It also increased pressure to define how neutral states could fit into a more integrated Europe.
The Maastricht Treaty took effect, formally creating the European Union and expanding integration beyond trade into new policy areas. This mattered for prospective members because joining now meant entering a more complex political and economic union, not just a common market. It set the institutional and legal framework that Austria, Finland, and Sweden would soon join.
The European Economic Area (EEA) agreement entered into force, extending key “single market” rules—free movement of goods, services, people, and capital—to participating EFTA states. Norway voted against joining the EU in a referendum held over two days. The rejection meant the 1995 “northern enlargement” would proceed with three countries, not four, even though the accession treaty had been signed. Norway instead remained outside the EU while staying economically close through EEA arrangements.
