The U.S.–Canada Free Trade Agreement entered into force, creating a major bilateral free-trade framework in North America. Its implementation provided a practical model for later talks to expand free trade to include Mexico, setting the stage for NAFTA negotiations.
During President Carlos Salinas de Gortari’s visit to Washington, the United States and Mexico announced plans to open talks toward a free trade agreement. The announcement signaled Mexico’s push for deeper economic integration with the U.S. and began the political and technical groundwork that would later broaden into NAFTA.
The leaders of the United States, Canada, and Mexico issued a joint statement announcing their intention to pursue a North American free trade agreement. This decision turned earlier U.S.–Mexico discussions into a three-country negotiation, expanding the scope and complexity of the talks.
President George H. W. Bush sent Congress a formal message requesting an extension of “fast track” procedures (now often called trade promotion authority). Fast track mattered because it gave trading partners confidence that Congress would vote up-or-down on an implementing bill, rather than rewriting a negotiated deal.
Trade officials from the three countries opened formal negotiations, starting sustained rounds of technical bargaining. Key issues included tariff phase-outs, investment rules, services trade, and dispute settlement—areas where the three economies had different priorities and levels of development.
By August 1992, the three governments announced they had reached a preliminary agreement, meaning the basic deal was settled even though legal drafting and final technical work remained. This was a turning point from open-ended talks to finalizing a text that leaders could sign.

Canada’s House of Commons passed NAFTA, making Canada the first of the three countries to move the agreement through a national legislature. The vote also increased pressure on U.S. and Mexican leaders to resolve remaining political disputes—especially over environmental and labor concerns.
The three governments announced agreement on side accords addressing labor and environmental issues, responding to major criticisms of the main trade pact. These side deals were designed to make NAFTA more politically acceptable—especially in the United States—by adding cooperation and enforcement-related mechanisms outside the core tariff rules.
The North American Agreement on Environmental Cooperation (NAAEC) and the North American Agreement on Labor Cooperation (NAALC) were signed as formal supplements to NAFTA. Together, they created institutions and processes meant to address cross-border concerns about pollution and labor-law enforcement as trade expanded.
After a high-profile national debate, the U.S. House of Representatives approved the NAFTA implementing legislation. The 234–200 vote was decisive because U.S. law required an implementing bill to change tariffs and rules so the agreement could operate in practice.
The U.S. Senate approved the NAFTA implementing bill, 61–38. This vote completed congressional approval of the core U.S. legislation needed for NAFTA to take effect, leaving presidential signature and final preparations for the launch date.
President Bill Clinton signed the NAFTA Implementation Act into law (Public Law 103-182), formally putting U.S. legal changes in place. With implementing steps also completed in Canada and Mexico, NAFTA was set for its planned start at the beginning of 1994.
NAFTA entered into force, creating a trilateral free-trade area among Canada, Mexico, and the United States. The agreement began a phased process of reducing tariffs and setting shared rules on trade, investment, and dispute settlement, marking the practical end-point of the 1990–1994 negotiation-and-signing era.
