In 1927–1932, the USSR built the Dnieper (DniproHES) hydroelectric project to supply electricity to new industrial areas. Large power projects mattered because modern factories needed reliable electricity for machine tools, smelters, and transport systems.
In late 1928, Soviet leaders launched a new approach to economic change: a centralized Five-Year Plan with fixed production targets. The plan emphasized rapid growth of heavy industry (steel, coal, machinery) and large construction projects, creating pressure to build new factories quickly.
The Soviet state pushed forward the creation of new heavy-industry “giant” sites, including Magnitogorsk in the Urals. Magnitogorsk became a flagship factory-city meant to turn local iron ore into pig iron and steel, showing how factory construction and urban growth were tied together in the plan.
Construction of the Kharkiv Tractor Plant started in 1930 and aimed to create another large tractor-manufacturing center. Building multiple standardized, large factories helped the state scale production quickly and spread industrial capacity across the USSR.
The Stalingrad Tractor Plant opened in 1930 as a mass-production factory designed to build tractors on an assembly line. Tractor plants linked factory construction to changes in agriculture because tractors were intended to support collectivized farming and replace animal power.
In March 1932, a major blast furnace at Magnitogorsk was reported as put into full operation, marking a turning point from construction to large-scale output. Blast furnaces were central to the plan because steel production enabled more machines, tools, and factory equipment to be built elsewhere.
DniproHES started producing electricity in 1932, adding major new power capacity for nearby industrial regions. Electrification supported factory operations and encouraged further industrial construction that depended on large, steady supplies of energy.
The Second Five-Year Plan (1933–1937) continued heavy-industry expansion but also aimed to improve transport and industrial efficiency. In practice, the plan period sustained large factory-building programs while trying to stabilize production after the first plan’s disruptions.
Uralmash began operating in 1933, producing large equipment for mining and metallurgy such as machinery for steelworks. Plants like Uralmash mattered because they helped the USSR make its own industrial equipment, reducing dependence on imported machines as new factories multiplied.
In 1933, the White Sea–Baltic Canal opened as a major infrastructure project built largely with forced labor. Canals were promoted as tools to move timber and other goods, but the project also revealed how industrial construction could involve extreme coercion and high human costs.
The Moscow Metro opened in 1935 after rapid construction and became a symbol of modern urban infrastructure. Although not a factory itself, it shows how the same planning system that built factories also built transport networks needed to move workers and support industrial cities.
Uralvagonzavod opened in 1936 after being built mainly during the Second Five-Year Plan, initially manufacturing freight railcars. Expanding railcar production supported industrialization by increasing the capacity to move coal, ore, steel, and factory equipment across long distances.
In 1937 the Moscow–Volga Canal opened, linking Moscow’s river system to the Volga and improving water transport. Together with rail expansions, this reinforced the industrial system by helping supply cities and factories and by moving bulk goods more efficiently.
By the end of 1937, the Second Five-Year Plan period had consolidated a network of major plants (steel, machinery, vehicles) and supporting infrastructure (power and canals). This industrial base became a long-term feature of the Soviet economy, shaping production capacity and state control over labor and output.
