In 1835, the state established the Feshane-i Amire to manufacture fezzes for the reformed army and wider public needs. Over time it expanded beyond headwear into other textiles, illustrating an early Ottoman push toward centralized, factory-style production and mechanization in the textile sector.
The Ottoman Empire signed the 1838 Anglo‑Turkish Commercial Convention (often called the Balta Liman Treaty) to expand free trade. Lower barriers and new rules favored imported manufactured goods, increasing competitive pressure on local textile producers and shaping later state-led factory efforts in Anatolia and nearby hubs.
In 1839, the Edict of Gülhane inaugurated the Tanzimat era, a major reform program meant to strengthen the state. Promises of more regular taxation, new administration, and legal protections supported efforts to reorganize production and supply—important background for later Ottoman attempts to modernize textiles through factories and state procurement.
By 1843, Feshane had brought in new machines from Europe and began using steam power, turning it into a larger weaving factory rather than a mainly craft-based workshop. This shift mattered because steam power and mechanized looms increased output and helped define what a "factory system" could look like in Ottoman textile production.
In the 1840s, the Ottoman court established the Hereke Imperial Factory (Hereke Fabrika‑i Hümâyûnu) to produce high-quality textiles for the palace. It became associated with luxury weaving—especially silk fabrics and later carpets—showing how the state used factories to meet elite demand and to display modern manufacturing capacity.
Around 1850, cotton looms that had been part of Hereke were moved to a separate factory in Bakırköy, and Jacquard looms (pattern-controlling looms) became more central at Hereke. This reflected a growing specialization in Ottoman textile production: different sites focused on different fibers, products, and technologies.
The 1856 Reform Edict promised broader legal equality and administrative reforms across the empire. While not a factory policy by itself, it supported a changing institutional environment for commerce, contracts, and investment—conditions that affected how industrial workplaces and supply chains could develop in Ottoman Anatolia.
A destructive fire in 1866 devastated the Feshane complex, but it was rebuilt in 1868 and equipped with newer machinery. The reconstruction shows both the vulnerability of factory concentration (fires and accidents) and the state’s continued commitment to maintaining industrial textile capacity.
In 1875, the Ottoman government declared a partial default (the Decree of Ramadan), acknowledging it could not meet debt payments. Fiscal crisis reduced room for public investment and made industrial modernization more dependent on external finance and politically sensitive revenue sources.
A major fire in 1878 caused extensive damage at the Hereke complex, closing production for several years until reopening after rebuilding. The interruption and recovery show how Ottoman textile factories mixed ambitious modernization with recurring disruptions, and how rebuilding could update equipment and organization.
In 1881, the Muharrem Decree created the Ottoman Public Debt Administration (OPDA), giving creditors strong control over certain revenues. This mattered for textile-factory development because it reshaped state finances and influenced which infrastructure and industrial projects could be funded, and under what oversight.
Hereke resumed production after reconstruction in 1882, restoring the court’s flagship textile manufacture. The restart helped maintain a high-skill labor base (weavers, designers, loom specialists) and reinforced the role of state-backed factories in producing prestige textiles.
In the later 19th century, export demand expanded carpet production around Uşak, drawing a large share of the local population into the sector. The growth created pressure for more regular inputs, including yarn made with non-human power sources, setting the stage for yarn factories linked to the carpet economy.
By 1891, Hereke had begun producing carpets, expanding from woven fabrics into a highly visible luxury product. This shift linked factory-style organization with a craft-intensive output (hand-knotting) and helped create a court-centered model that influenced other Anatolian weaving regions.
In 1907/1908, the London-based Oriental Carpet Manufacturers (OCM) was established in Istanbul and developed company-controlled production networks in parts of Anatolia. This marked a shift toward more centralized, firm-led control over design, materials, and labor in carpet weaving—often outside formal factories but organized with factory-like discipline.
The 1908 Young Turk Revolution restored constitutional rule and began a new phase of political restructuring. For industry, this mattered because debates over tariffs, economic policy, and state capacity intensified—issues directly tied to whether textile production would rely more on imports, private enterprise, or protected domestic manufacturing.
The Ottoman Ministry of Commerce and Agriculture conducted an industrial census for 1913 and 1915 that covered Istanbul and several West Anatolian centers (including İzmir, Bursa, İzmit, and Uşak). Its scope and figures underscored that, on the eve of World War I, modern factory employment in Anatolia remained relatively small and concentrated, even though textiles were among the key industrial activities recorded.
In late 1914, the Ottoman Empire entered World War I, disrupting trade routes, finance, and labor markets across Anatolia. For textile factories and organized weaving networks, wartime conditions shifted priorities toward military supply and survival, bringing the 1830–1914 era of incremental factory-system development to a clear turning point.
