Later in 1934, Citroën went bankrupt, and its largest creditor, Michelin, took control. The change in ownership showed a key risk of Fordist strategies: heavy up-front spending on factories and tooling could destabilize firms if sales or financing fell short. Under Michelin, Citroën continued to pursue industrial-scale production and engineering-led development.
On 1936-06-07, the Matignon Agreements were signed during a wave of strikes following the Popular Front’s election. The agreements supported collective bargaining and were followed by major labor laws, including paid vacations and the 40-hour week. These changes affected how automakers organized shifts, staffing, and output—key practical constraints on Fordist factory routines.
Ford France commissioned a major new plant at Poissy in 1937, aiming to build vehicles with modern, large-scale methods. The site represented foreign-linked investment in French industrial production and an effort to expand capacity close to Paris. It later became important in postwar restructuring and production planning.
The Poissy plant opened in 1940, only weeks before the German invasion of France, limiting immediate expansion plans. Wartime disruption cut across supply chains, labor availability, and investment schedules that Fordist systems rely on. The plant’s interrupted start foreshadowed the larger shock that World War II would bring to French industrial production.
During the German occupation, Renault engineers worked covertly on what became the Renault 4CV, despite restrictions on civilian vehicle development. The project was aimed at a small, economical car suited to postwar austerity. This hidden development helped position Renault to restart mass production quickly once the war ended.
On 1945-01-16, an ordinance dissolved Renault’s private company and created the state-owned Régie Nationale des Usines Renault. This brought a major automaker directly under public ownership and policy direction. The move linked Fordist production goals—scale, standardization, and productivity—to national reconstruction priorities.
In early 1946, the government-backed Plan Pons began reorganizing the French vehicle industry under tight postwar shortages. It aimed to reduce duplication by assigning complementary roles to major firms (including Renault, Citroën, Peugeot, Simca, Panhard, Ford SAF, and Berliet) and encouraging concentration on fewer models. The plan linked industrial policy directly to Fordist goals: standardized designs, longer production runs, and more efficient use of materials and tooling.
On 1946-01-03, France established the General Planning Commission, launching the Monnet Plan framework for postwar modernization. The plan emphasized productivity, modernization, and coordination across key sectors. In October 1946, Renault presented the 4CV at the Paris Motor Show, signaling a return to civilian car output after the war. The model was designed for large-scale production and broad affordability, supporting a strategy of high-volume standardized manufacturing. Over the next years, it became a central product in Renault’s Fordist expansion under state ownership.
In 1947, Renault moved the 4CV into series production at its Billancourt plant, using extensive machine tools and assembly processes aimed at high output.
