General Motors ended vehicle production at its Fremont, California plant after years of labor conflict, absenteeism, and quality problems. The shutdown created the opening for Toyota and GM to test whether Toyota-style "lean" methods could work with an American union workforce in the same facility.
Toyota and GM signed a memorandum of understanding to form a new company to build small cars in the United States. For GM, the partnership promised access to Toyota’s production approach; for Toyota, it offered a way to learn the U.S. labor environment and build locally.
The U.S. Federal Trade Commission gave final approval for the Toyota–GM joint venture, clearing a key regulatory hurdle. This approval allowed the partners to move from planning to full-scale plant startup work in Fremont.
NUMMI began sending newly selected group and team leaders to Toyota facilities in Japan for hands-on training. The goal was to build a shared understanding of the Toyota Production System (TPS), including problem-solving on the line and continuous improvement (often called kaizen).
NUMMI’s first completed vehicle—a Chevrolet Nova—came off the assembly line in Fremont. Early production was a public test of whether Toyota’s team-based work system and quality practices could rapidly improve performance at a plant that had struggled under GM.
United Auto Workers members at NUMMI approved a three-year contract covering a broad set of workers at a Japanese-linked auto operation in the U.S. The agreement included an unusual job-security provision limiting layoffs unless the company’s long-term viability was threatened, reinforcing the plant’s cooperative labor-management model.
Toyota announced another major round of training in Japan for NUMMI group and team leaders, after hosting earlier trainee groups. Building this supervisory “core” mattered because lean production depends on frontline leaders who can support teams, solve problems quickly, and stop the line to fix defects rather than passing problems downstream.
The Fremont plant started building Toyota Corolla vehicles, expanding beyond the GM-branded Nova. This step showed Toyota’s growing confidence in U.S. production quality and made NUMMI a practical bridge for transferring Toyota methods into an American factory setting.
NUMMI’s partners decided to add a truck line and soon built the first trucks at the plant, broadening the venture beyond small cars. The move reflected a key lean-production idea: once a stable team-and-quality system is in place, the same plant can add new products with fewer disruptions.
GM and Toyota agreed to extend the joint venture beyond the original planned termination in December 1996. Extending the partnership signaled that, despite ongoing challenges, the experiment in applying Toyota methods at a unionized U.S. plant was valuable enough to continue.
NUMMI began building the Toyota Tacoma, a pickup designed for the North American market. The Tacoma program helped anchor the plant’s later years, showing how lean practices could support both passenger cars and higher-margin light trucks in the same U.S. facility.
By the end of the 1990s, NUMMI was widely treated as proof that Toyota-style lean production could work in an American plant with a union workforce. It also highlighted a harder lesson: even with direct access, transferring lean methods across a large company can be slow and uneven, making NUMMI both a success story and a caution for scaling change.
