The South African Congress of Trade Unions (SACTU) was created to coordinate non-racial trade union organizing as apartheid-era labor controls tightened. From the start it linked workplace demands—like pay and safety—to wider political rights, helping set a pattern for later worker-led resistance.
At the Congress of the People in Kliptown, delegates adopted the Freedom Charter, a major statement of democratic goals in the anti-apartheid movement. Labor activists and allied groups helped bring these ideas into workplaces, strengthening the connection between workers’ rights and demands for a non-racial democracy.
The Industrial Conciliation Act of 1956 reinforced apartheid’s racial divisions in the official labor system, including by limiting how African workers could be represented in legally recognized structures. These restrictions pushed many black workers and unions toward alternative organizing methods and broader political alliances.
A major fare increase by the bus company PUTCO triggered a mass boycott that spread across townships, with tens of thousands of people walking long distances to work. The campaign showed that ordinary workers could sustain coordinated action and win concessions, even under apartheid repression.
By the early 1960s the state’s security crackdown increasingly targeted leaders of SACTU and its affiliates, restricting their ability to operate openly. By 1965 the federation had largely stopped functioning inside South Africa, continuing mainly through exile networks and clandestine activity. This created a gap later filled by a new wave of shop-floor organizing.
Beginning in January 1973, tens of thousands of African workers in and around Durban launched strikes demanding higher wages and better working conditions. The scale and spread of the action marked a turning point: it helped restart mass industrial militancy and contributed to the building of new independent unions.
The Federation of South African Trade Unions (FOSATU) was launched as a national, non-racial federation rooted in the post-1973 union revival. It emphasized worker control and strong shop-steward organization at workplaces, helping build durable structures that could withstand repression and negotiate with employers.
The United Democratic Front (UDF) was launched as a broad coalition opposing apartheid’s political reforms, especially the Tricameral Parliament. With many community groups and unions involved, it strengthened cooperation between workplace struggles and community campaigns, setting the stage for coordinated stayaways and protests in the 1980s.
The Congress of South African Trade Unions (COSATU) was established by 33 unions after years of unity talks. It became the largest union federation in the country and took an explicit anti-apartheid position, making organized labor a central force in national politics as well as workplace bargaining.
During the mid-1980s emergency crackdown, authorities detained large numbers of labor activists and moved against key union figures. The repression underlined how the apartheid state viewed independent unions—especially COSATU affiliates—as a political threat, and it hardened labor’s role in mass resistance.
Bombs severely damaged COSATU’s Johannesburg headquarters, forcing the federation to vacate the building. The attack became a widely recognized example of state-linked sabotage and intimidation against labor organizations, even as unions continued to mobilize nationally.
The National Union of Mineworkers (NUM) called a major strike beginning in early August 1987, and hundreds of thousands of miners participated. Employers responded with dismissals and pressure, but the action demonstrated the growing strength of organized black labor in a core industry of the apartheid economy.
The government imposed restrictions on major organizations and activists, while also limiting what COSATU could do beyond workplace organizing. Instead of ending resistance, the restrictions contributed to new coordination methods across unions and community groups, including looser alliances operating under different names.
In 1989, anti-apartheid organizations—including unions and UDF-linked groups—expanded coordinated civil disobedience under the banner of the Mass Democratic Movement (MDM). Protests and marches openly challenged restrictions and apartheid laws, signaling that repression was no longer containing mass mobilization.
South Africa’s first inclusive national election marked the transition away from apartheid rule, with universal adult suffrage and a new political order. The labor movement’s long pattern of strikes, stayaways, and alliance-building helped make sustained mass participation possible and strengthened demands for democratic rights alongside workers’ rights.
