The Social Democratic Party (SPD) adopted the Godesberg Program, moving away from orthodox Marxist positions and accepting a market-based economy with strong social protections. This political shift supported a broad consensus around the “social market economy,” influencing industrial relations and wage-setting debates.
West Germany concluded a recruitment agreement with Turkey to address labor shortages in industry and services. The agreement expanded the guest worker system and became especially important for manufacturing and other wage-labor sectors where employers sought additional workers.
The Federal Vacation Act established a nationwide minimum entitlement to paid annual leave. It created a legal floor under vacation benefits that many workers previously had only through collective agreements, reinforcing the idea of baseline standards alongside bargaining.
After West Germany’s first major postwar downturn, the Stability and Growth Act set goals for overall economic balance (including high employment and price stability). This policy shift mattered for industrial relations because wage bargaining increasingly interacted with national economic planning and anti-recession measures.
A federal law standardized continued payment of wages during illness, extending protection across the workforce. By reducing the income shock of sickness, it strengthened social protections within wage labor and became a recurring issue in later labor conflicts and reforms.
A major reform of the Works Constitution Act took effect, updating works council rules to match changed workplace realities and expanding participation rights in many areas. This reform marked the close of the 1949–1973 phase: by the early 1970s, West Germany had a mature system combining collective bargaining, works councils, and social protections as core features of industrial relations.
