The Bombay Spinning and Weaving Company, often identified as Bombay’s first cotton textile mill, began work in the mid-1850s. Its start marked a shift toward factory-based textile production, creating new forms of wage labor in and around Bombay (Mumbai). This early mill model helped set patterns of long hours, discipline by supervisors, and dependence on cash wages.
By the mid-1860s, Bombay had multiple cotton mills employing thousands of workers, with mill jobs drawing migrants into the city. Regular mill wages increased the importance of cash income, but jobs were typically insecure and tied to strict factory routines. This growth also expanded crowded working-class housing near mills, helping create a distinct “mill district” life.
The Indian Factories Act of 1881 was among the first major colonial laws to regulate factory work in India, especially for children and certain conditions of employment. While limited in scope, it signaled that mill wage labor had become a public policy issue, not just a private contract between worker and employer. Later amendments expanded coverage and protections.
Mill workers and reformers began forming worker associations to present demands about hours, wages, and weekly rest. One early focal point was organizing linked to Narayan Meghaji Lokhande, who is widely credited with helping found the Bombay Mill Hands Association. These efforts show that wage labor in mills quickly produced collective worker demands, not only individual bargaining.
The Indian Factory Act of 1891 expanded legal regulation of factory labor, including additional protections for children and restrictions affecting women’s work hours. It also reflected pressure from reformers, worker advocates, and political debates about industrial competition and labor standards. For textile mills, it helped formalize the idea that some parts of wage labor required legal limits.
The Indian Factories Act of 1911 introduced further rules for factory labor, including restrictions on women working at night in textile factories. Debates in Britain’s Parliament show the law was discussed as a response to conditions in Indian mills and the need to modernize factory regulation. In Ahmedabad’s textile industry, workers organized a major strike demanding higher pay in response to rising prices and the ending of a temporary “plague allowance.” The conflict showed how mill wages were tied to city living costs and crises, and how workers could act collectively to defend income. The strike also became widely known because of the mediation and public role played by local leaders, including M. K. Gandhi.
The All-India Trade Union Congress (AITUC) was founded in 1920 in Bombay, becoming a major national body for organized labor. It helped connect textile mill struggles with broader labor politics and representation, including links to international labor forums. This marked a shift from local mill disputes to coordinated, national-level wage-labor organizing.
The Trade Unions Act of 1926 created a legal framework for registering and protecting trade unions. For textile mill workers, it helped formalize unions as recognized organizations rather than informal associations. This legal change mattered because wage labor conflicts increasingly involved formal negotiations, disputes, and the rights of worker organizations.
In 1928, a huge strike wave swept Bombay’s textile mills, involving very large numbers of workers and focusing on wages and intensified workloads (often described as “rationalization,” meaning reorganizing work to raise output). During this period, the Girni Kamgar Union (GKU) was founded and soon became a powerful voice in the mill area. The episode shows how wage labor systems in mills could rapidly produce mass industrial action and new union leadership.
The Royal Commission on Labour (often called the Whitley Commission) was set up in 1929 and submitted its report in 1931. It investigated labor conditions and highlighted the need for stronger data and clearer policy to address industrial and social problems linked to poverty. Its findings influenced later labor legislation affecting wage workers, including in large industries like textiles.
The Payment of Wages Act of 1936 aimed to regulate wage payment practices, including when wages must be paid and what deductions could be made. This addressed common worker complaints in industrial employment, where late payment or unfair deductions could destabilize household survival. For textile mill wage labor, it strengthened the idea that wages and pay practices were a matter of enforceable standards, not only employer choice.
The Indian Independence Act was passed by the UK Parliament on 1947-07-18 and took effect on 1947-08-15, creating independent dominions of India and Pakistan. Independence changed the political setting in which textile mill wage labor operated, shifting authority for labor policy and industrial regulation to the new states. The end of colonial rule also set the stage for post-1947 labor laws and industrial relations systems that would reshape unions, wages, and factory standards.
