The Union of South Africa was created in 1910, bringing major mining regions under one national government. Gold mining on the Witwatersrand depended on a large, controlled workforce, helping shape wage labor policies that later fit into apartheid’s racial hierarchy.
The Mines and Works Act of 1911 created a legal basis for reserving many skilled mining jobs for white workers. This hardened a two-tier wage labor system: higher-paid skilled work was protected for whites, while Black workers were largely confined to lower-paid, more dangerous jobs.
The Natives Land Act took effect in 1913 and sharply restricted where Black South Africans could legally own or lease land. By weakening rural livelihoods, it increased pressure on many households to seek cash wages, feeding the migrant labor system that mines relied on.
In 1922, a violent uprising by white mineworkers (the Rand Rebellion) erupted amid disputes over jobs and wages on the gold mines. The revolt showed how strongly organized white labor defended the racial job hierarchy that kept skilled wages high for whites and limited Black advancement.
The 1923 Natives (Urban Areas) Act treated many Black people in cities as temporary residents and expanded municipal control over Black presence and labor contracts. These controls supported the mining economy by regulating movement and limiting permanent urban settlement for Black workers and their families.
Beginning on 12 August 1946, tens of thousands of Black mineworkers struck on the Witwatersrand for higher pay and better conditions. Police repression broke the strike, but the event became a major marker of Black wage-labor resistance in the mining industry and influenced later organizing.
The Native Labour (Settlement of Disputes) Act came into force in October 1953 and prohibited strike action by Black African workers. It pushed disputes into state-controlled structures and made it harder for Black mineworkers to use collective bargaining to raise wages or improve safety.
The Mines and Works Act 27 of 1956 consolidated mining regulation and reinforced the legally enforced “colour bar” in mine employment. In practice, it helped sustain racially unequal wage ladders by keeping many skilled and supervisory roles reserved for whites.
Mining employers used large recruiting agencies—such as the Witwatersrand Native Labour Association (WNLA, often called Wenela)—to bring migrant workers from across southern Africa into South African mines. This system strengthened employer control over wages and mobility by tying work to contracts, recruitment depots, and employer-linked transport.
The Durban strikes of January–March 1973 involved large-scale work stoppages by Black workers demanding higher wages. While not a mining strike, the wave helped shift national attention toward Black worker organization and fed into later reforms that affected collective bargaining across sectors, including mining.
On 1 May 1979, the first interim report of the Wiehahn Commission was tabled in Parliament. The commission recommended changes to industrial relations, including legal recognition for Black trade unions, reflecting growing pressure to reform a labor system built on racial exclusion.
In April 1994, South Africa held its first democratic elections, marking the end of apartheid as a governing system. This political transition opened the way for stronger labor rights and regulatory changes that challenged the older mining wage-labor order built around racial job reservation and restricted worker power.
The Mine Health and Safety Act 29 of 1996 created a modern framework for protecting workers’ health and safety in mines, including stronger enforcement and worker participation. It is a key outcome of the post-1994 transition, signaling a move away from the earlier system where Black mine labor was tightly controlled and often poorly protected.
