The shift aimed to stabilize the economy after civil war and unrest, including major strikes and revolts. For wage labor, this marked a move toward rebuilding regular wages, enterprise management, and labor relations in a mixed economy.
On March 21, 1921, a decree replaced forced grain requisition with a "tax in kind" on peasants. This reduced the state’s direct coercion in the countryside and supported market exchange of surplus. The change mattered for wage labor because it was part of a broader NEP reset that helped restart trade, money use, and industrial production that depended on rural food supplies.
In 1922, Soviet authorities adopted a new Labour Code for the Russian republic (RSFSR), updating how employment, wages, and workplace rules were regulated under NEP. It reflected a system where wage labor and state oversight coexisted with limited market activity. The code helped standardize employment relations as factories and offices expanded hiring after the civil war period.
Between 1922 and 1924, monetary reforms restored a more stable currency system after wartime breakdown. For workers, this mattered because wages could again be paid in money that held value, not only in rations or unstable paper. More reliable money supported urban labor markets, budgeting, and enterprise accounting under NEP.
In 1928, the state faced a grain procurement crisis as it struggled to obtain enough grain at official prices. Leaders treated the shortfall as a major threat to industrial supply and urban feeding. The crisis strengthened arguments for tighter state control, setting the stage for policies that would reshape wage labor through rapid industrialization and harsher discipline.
By 1928, Soviet leadership moved away from NEP and toward centralized planning, with the transition unfolding through 1928–1931. As market mechanisms narrowed, workplaces were reorganized to meet state plans rather than respond to trade. Wage labor increasingly operated under administrative controls such as mandated assignments, tightening discipline, and politically driven management.
In May 1928, the Shakhty Trial prosecuted engineers and managers accused of sabotage in the coal industry. It became a major early show trial tied to industrial tensions and distrust of "bourgeois specialists." The case helped justify stronger political control inside workplaces, affecting hiring, authority, and job security in key industries.
On October 1, 1928, the USSR launched the First Five-Year Plan to speed industrial growth, especially heavy industry. This shifted the wage labor system toward high output targets, strict supervision, and mass recruitment of new workers into factories and construction. The plan era made wage labor central to state goals, but it also increased pressure and risk in the workplace.
On August 7, 1932, the USSR issued a decree imposing extremely harsh penalties for theft of state, cooperative, or collective-farm property. Although aimed at property protection, it affected workers and peasants by expanding criminal punishment in an economy with shortages. This reinforced a broader shift toward coercive enforcement around production, distribution, and workplace behavior.
On December 27, 1932, the USSR introduced a unified internal passport system and mandatory residence registration (propiska). The policy aimed to control movement into cities and remove people labeled as "socially harmful" from urban areas. This limited workers’ freedom to move for jobs and helped the state manage labor supply for industrialization.
In 1933, the Second Five-Year Plan began, continuing heavy industrial priorities and large-scale state direction of production. For wage labor, the period deepened the use of quotas, performance campaigns, and administrative controls to raise output. Industrial work became more structured around meeting plan targets, with rewards and penalties tied to production results.
On August 31, 1935, miner Aleksei Stakhanov’s widely publicized output record became the symbol for a new productivity drive. The state promoted "Stakhanovites" as model workers who exceeded norms (work targets), using publicity, rewards, and peer pressure. This reshaped wage labor by linking pay and status more tightly to meeting and surpassing planned norms.
On December 5, 1936, the USSR adopted the 1936 Constitution, which formally included social and economic rights such as the right to work and rest. The document presented wage labor as a guaranteed feature of Soviet citizenship within a planned economy. In practice, rights language coexisted with strong state controls over hiring, mobility, and discipline.
On December 20, 1938, the government issued regulations reintroducing employment record books (labor booklets), to be used from January 1939. These documents recorded work history and supported state monitoring of hiring and job changes. The measure capped the 1921–1938 shift toward a tightly administered wage labor system built to serve industrial planning.
