In February 1804, Islamic reformer Usman dan Fodio rallied followers after conflict with the Gobir ruler and declared a jihad. The fighting quickly spread across Hausa city-states, disrupting older trade and tax systems that linked Sahel towns to long-distance caravan routes. This movement set the stage for new Fulani-led states that tried to reorganize commerce under Islamic law.
In December 1804, Gobir forces defeated the jihadists at the Battle of Tsuntua. Even though it was a setback for the reform movement, the conflict continued and drew in wider alliances. The ongoing warfare helped shift control over key towns and routes that collected customs and supplied caravan and regional markets.
By 1808, the jihad forces had gained control over much of Hausaland, and the political map shifted toward emirates tied to a central caliphate. This consolidation mattered for trade because it aimed to standardize taxation, security, and market rules across a large region. A more unified authority also made it easier to mobilize goods—especially grain, livestock, textiles, and enslaved labor—within Sahelian networks.
In 1809, Sokoto was established as a ribat—a frontier military and religious settlement—and later became the caliphate’s capital. Locating a political center here supported administration of tribute and exchange across multiple emirates. The city’s growth reflected how the new jihad state linked governance with the movement of goods and people.
Around 1809, Modibo Adama led a Sokoto-aligned jihad into Fombina (today parts of Nigeria and Cameroon), forming the Adamawa Emirate. This expansion connected inland Sahel politics to new southern supply zones, including river corridors and farming areas. Over time, these links supported exchange in livestock, food, and captives, and they affected how goods moved toward larger Sahelian markets.
On 21 March 1818, Seku Amadu’s forces defeated the Bamana at the Battle of Noukouma, enabling the creation of a new Fulani reform state in the Inner Niger Delta. The Massina (Hamdullahi) state mattered for trade because the delta was a major crossroads of river transport, cattle herding, and links to desert routes. Control here influenced the flow of food, livestock, and scholarly and commercial traffic through Djenné and toward Timbuktu.
Around 1819–1820, Seku Amadu founded Hamdullahi as the capital of the Massina state. Building a planned capital supported tighter regulation of markets and religious authority, including rules that affected taxation and trade behavior. This helped reshape commercial life in a key zone linking Saharan caravans with Niger River exchange.
In the 1820s, accounts describe Sokoto at a high point of prosperity, receiving annual tribute from its dependent emirates. This tributary system was tied to economic organization: goods and revenues moved to the center, and authority helped set terms for commerce and security. The result was a Sahel-wide political economy that interacted with, and sometimes redirected, older trans-Saharan and regional trade routes.
By about 1848, al-Hajj Umar Tall gathered followers at Dinguiraye to build a disciplined force that combined religious, military, and commercial goals. Access to firearms and organized mobilization changed the balance of power in the western Sahel. These preparations set up a new wave of conquests that would remake control of Niger River towns and caravan connections.
By around 1850, Umar Tall’s forces began major campaigns that grew into the Tukulor (Toucouleur) Empire. Expansion across the Upper Senegal and toward the Niger redirected trade, tribute, and taxation toward the new state. It also increased conflict over who controlled strategic river crossings and supply zones feeding Saharan and Sahelian commerce.
On 10 March 1861, Umar Tall captured Ségou, a major Niger River center, defeating the Bamana state. Taking Ségou strengthened Umar’s ability to tax commerce and move troops and goods along river routes. This was a turning point because Niger River transport and connected markets were central to Sahel-wide trade, including links north toward desert caravans.
In 1862, Umar Tall’s forces defeated the Massina Empire, and the fall of Hamdullahi marked the effective end of Massina’s rule in the Inner Niger Delta. With Massina absorbed, control of key river and market towns shifted again, affecting access to food supplies, cattle routes, and long-distance exchange. The new political order also intensified struggles over local autonomy and the distribution of trading privileges.
From 15 November 1884 to 26 February 1885, European powers met at the Berlin Conference and endorsed rules emphasizing “effective occupation.” Even though it focused heavily on river basins and coastal claims, it sped up inland conquest planning. For Sahelian trade, this meant increasing pressure on existing states and routes, as France and others sought to control taxation, security, and transport corridors.
In 1894, French forces captured Timbuktu, a long-standing trans-Saharan caravan hub linked to Niger River transport. French occupation shifted authority over customs, protection, and movement along routes that connected the desert and the river. This capture is a clear closing point for the 1804–1890 era of Fulani jihad-state reorganization, as colonial rule increasingly replaced independent Sahelian control of long-distance trade.
